The continental read

Two decisions this period, one day apart, point in opposite directions:

On 30 June, Ethiopia and its bondholders agreed in principle to swap the country’s defaulted $1 billion bond for a new $880 million note, all but closing the last unresolved African default of the pandemic era [1][2].
On 1 July, the United States told the African Union it will stop paying for the logistics that keep peacekeepers supplied in Somalia when the mission’s mandate ends on 31 December [3][4].

That is the split screen of this edition. The continent’s balance sheet is healing: Ghana finished its $3 billion International Monetary Fund program [5], Egypt unlocked another $1.8 billion [6][7], Nigeria’s reserves crossed $52 billion for the first time in seventeen years [8][9], and Zambia turned $1.36 billion of debt service into an energy fund [10]. At the same time, the external scaffolding is coming down: peacekeeping money withdrawn, trade preferences stuck in the United States Senate five months from expiry [11], new 12.5% tariffs on South Africa and Angola [12][13], global HIV funding down roughly a fifth in a year [14].

China moved the other way, with zero tariffs for 53 African countries since May and first-half trade at a record, per Chinese customs data [15][16]. The middle of Africa’s risk curve is recovering. The tails, from Sudan to the Sahel to Somalia, and now Senegal, are being asked to carry more weight with less help.

Deep dive — macro & debt: the default era winds down

Three exits and one loud entrance

Start in Addis Ababa. Ethiopia’s agreement in principle swaps the defaulted $1 billion bond for an $880 million note maturing in 2029: a 12% haircut, plus payment of roughly $99 million in missed coupons [1][2]. The International Monetary Fund board completed its fifth program review the next day and released $464 million [17]. If the exchange completes, the pandemic wave of African defaults (Zambia, Ghana, Ethiopia) is effectively worked out.

Ghana shows what the far side looks like. On 27 July the Fund completed the sixth and final review of its $3 billion program and Accra asked for a successor policy instrument with no money attached [5]: the sovereign equivalent of leaving the hospital but keeping the physiotherapist. Inflation that touched 54% in 2022 printed 5.3% in June [18]. Egypt cleared its seventh review and drew about $1.8 billion [6][7]. Nigeria is the quiet success: reserves above $52 billion [8][9], inflation easing to 15.91% [19], and a central bank holding at 26.5% rather than declaring victory [20].

The loud entrance is Senegal. Audits have surfaced roughly $13 billion in previously hidden debt, about a quarter of gross domestic product, and its bonds traded in the 50s during June’s IMF visit, with most investors treating restructuring as a matter of timing [21][22]. Debt is the model’s master gate: distress in one member of the West African currency union raises the cost of money for its neighbors. And with the United States Federal Reserve holding rates again on 29 July [23][24], the external window frontier borrowers were counting on stays only half-open.

Deep dive — security: the bill arrives as the donors leave

A mission defunded, a city encircled

The most consequential letter of the period was short: the United States will end support for the logistics package that supplies the African Union Support and Stabilization Mission in Somalia (AUSSOM) when its mandate expires on 31 December [3][4]. Washington has put roughly $2 billion into African Union missions in Somalia since 2007. The AU called an emergency meeting two days later. No replacement funder has stepped forward, and al-Shabaab is resurgent.

In Sudan, the war’s center of gravity moved. The Rapid Support Forces have encircled El Obeid in North Kordofan, half a million residents plus more than 100,000 displaced people, with sustained drone strikes [25]. The World Food Programme now calls the city the new epicenter of the crisis: 19.5 million Sudanese acutely food insecure, 770,000 at risk of famine, food prices in the besieged city up about 300% [26]. A United Nations fact-finding panel concluded on 9 July that Rapid Support Forces mass killings and rapes amount to genocide [27].

Eastern Congo ran both tracks at once. The peace process kept meeting, and the UN sanctioned six rebel leaders, including coalition coordinator Corneille Nangaa [28]. On the ground, M23 commissioned more than 9,000 newly trained fighters in the same month [29]. Process up; facts on the ground worse. And Bamako entered roughly its tenth month under an economic siege, with regional security assessments describing Mali’s capital as still dependent on escorted fuel convoys [30][31].

Security is one of the model’s three chokepoints: shocks that cross it don’t fade, they spread. A defunded mission in Mogadishu prices risk into every frontier bond; a siege in Kordofan pushes displacement into Chad and Egypt. The domain holds at maximum heat.

Deep dive — energy: the constraint loosens in three places

Reform in Pretoria, a dam in Addis, rain over Kariba

For once, the energy story is mostly good news. South Africa’s cabinet approved the long-delayed Electricity Pricing Policy on 30 July, and President Ramaphosa endorsed the Eskom restructuring roadmap a day later, the framework for an independent grid operator and a competitive wholesale market [32][33]. Paired with a $1.5 billion World Bank loan for energy and freight-logistics reform signed the week before [34], it is the most coherent reform push the sector has had in years.

Ethiopia shows what new supply does. State utility figures put generation at 35,671 gigawatt-hours for the fiscal year just ended, up 21%, with the Grand Ethiopian Renaissance Dam supplying just over half [35]. One dam now carries half the power system of a country of 130 million people. Further south, Lake Kariba, the reservoir behind Zambia and Zimbabwe, held near 47% usable storage in late July, far above last year’s drought lows [36]. Add Zambia’s debt-for-energy swap [10] and Mission 300’s 50 million new connections [37], and the continent’s binding constraint is visibly loosening.

Egypt is the caution. Summer demand above 40 gigawatts has Cairo negotiating a multi-year deal for 15 to 18 liquefied natural gas cargoes a month [38][39], a dollar drain its IMF program has to absorb. Why energy earns a deep dive in a good month: power is a chokepoint. Every megawatt gates something else: the 500 megawatts of data-center capacity now running on the continent [40], Zimbabwe’s new $400 million lithium-sulphate plant [41][42], the smelters every beneficiation law assumes. Loosen the constraint and the effect compounds downstream.

Chain of the month

This one starts in the Pacific Ocean and ends, if it runs, in next year’s food riots. The model says: don’t damp it.

The Famine Early Warning Systems Network (FEWS NET) has an El Niño emerging for the 2026–27 season [43]: Ethiopia’s kiremt rains are already stalling, threatening the meher harvest that supplies over 85% of its grain [44], and Southern Africa is rated high-concern for a poor October-to-March season [43]. Food prices to unrest is the strongest, fastest edge in the transmission map, and it crosses the security chokepoint, so the effect spreads rather than fades. Nothing is in the price data yet; harvests are months away, and Zambia’s record maize crop of nearly 5 million tonnes cushions the region this year [46]. But the chain is armed. Zambia’s election on 13 August: the first African incumbent to run on a completed post-default restructuring. Watch the margin, and whether it’s accepted. [53]
Who pays for AUSSOM. The United States exit lands 31 December; watch the African Union’s funding scramble and any Gulf or European offer. [3]
Senegal and the IMF: a new program or a restructuring announcement, and the bond-market reaction across the West African currency union. [21]
AGOA’s cliff. The trade preference expires 31 December with reauthorization stuck in the Senate; watch for a fall vote, and whether the new tariff stack makes it moot. [11]
The October rains: the first real El Niño verdict on Southern Africa’s planting season and Ethiopia’s meher harvest assessment. [43]
Cobalt quota enforcement: whether Kinshasa reallocates unused export quotas, and whether prices hold near $57,000 a tonne. [49][50]

The read

Three headlines landed within 72 hours in late July. Nvidia was reported to be considering a backstop of $250 billion in financing for an OpenAI data-center project in Ohio (Axios, July 27). The cost of insuring CoreWeave’s debt against default spiked to levels that imply roughly even odds of failure within five years (Bloomberg, July 29). And the Federal Reserve held rates steady with three committee members dissenting in favor of a hike (Federal Reserve, July 29).

Put those together and this period’s story is simple: The AI build-out has stopped being a cash story and become a credit story. The money now arrives as debt, vendor guarantees, securitizations and sovereign funds, and for the first time the markets that price that debt are pushing back.

The strange part: the fundamentals have never looked better. TSMC posted a record quarter and raised its capex plans (CNBC, July 16), the four biggest cloud builders now plan roughly $700 billion of combined 2026 capital spending, and data-center vacancy sits at record lows. The machine is running hotter than ever. What changed is who pays for it, and at what price.

Deep dive — Capital

The build-out meets the bond market

On July 27, Axios reported that Nvidia is exploring a backstop of $250 billion in financing for an OpenAI data-center project in southern Ohio, on top of financing OpenAI’s purchase of $350 billion of Nvidia chips (Axios, 2026). Bloomberg counts more than $540 billion of such circular deals announced this year alone, before the potential OpenAI commitments, in which Nvidia funds the customers who buy its chips (Bloomberg, 2026). The same day, Nvidia put a reported $5 billion into Safe Superintelligence, a lab with no product and no revenue (Bloomberg, 2026).

Markets noticed: Nvidia shares fell about 4.5% on the news and the cost of insuring its debt jumped. Credit-default swaps (insurance against a borrower failing) on CoreWeave spiked past 855 basis points, implying near coin-flip default odds over five years, and Oracle’s reached a multi-year high (Bloomberg, 2026). Even strong earnings couldn’t calm the mood: Meta’s revenue grew 28%, but its free cash flow fell 91% (Meta, 2026), and the hyperscalers faced open capex scrutiny all week (CNBC, 2026).

Here’s the model read: The silicon-to-software financing loop is a designated amplifier: when sentiment turns negative, shocks in it don’t damp, they spread to every counterparty. The debt window is still open (Aligned closed a $1.18 billion data-center securitization on July 28, upsized 30% (Aligned, 2026)). But a hawkish Fed puts a floor under the cost of every dollar of it. Watch financing terms, not headlines: they move first.

Deep dive — Energy

The largest US grid just said no

On July 14, PJM Interconnection, the grid operator serving 13 states from Chicago to Washington, ran its annual capacity auction and, for the first time in its history, fell short of its reliability requirement, by 6,831 megawatts. It bought 138,318 megawatts at $325 per megawatt-day, near the price cap for a third straight year, at a total cost of $16.4 billion (PJM, 2026). The market monitor says data centers drove $6.3 billion of that bill (Utility Dive, 2026).

Two weeks later the response arrived. PJM’s board approved a first-of-its-kind package: a backstop auction this fall at a raised $555 per megawatt-day cap with 15-year commitments, and a rule that new large loads without their own power supply must curtail during emergencies (PJM board letter, 2026). Power, the model’s binding chokepoint, now has a rulebook, and the rulebook says data centers stand at the back of the line.

So the build-out is routing around the grid. GE Vernova’s gas-turbine backlog jumped from 100 to 116 gigawatts in a single quarter, and it’s now taking reservations for 2031 delivery (GE Vernova, 2026). Meta quit a global clean-energy pledge as it backs roughly ten gas plants for its Louisiana campus (Reuters, 2026). Upstream, data centers will absorb an estimated 500 kilotonnes of copper this year, roughly all of global demand growth (Kpler, 2026). That copper seam is where our sister brief Africa Signal picks up the story.

Deep dive — Software & models

China opens its weights while America closes

On July 16, Moonshot AI released Kimi K3, a roughly 2.7-trillion-parameter model it claims matches the best US closed systems, priced at $15 per million output tokens against $50 for the top American flagship (Fortune, 2026). Then, around July 27, Moonshot released the model’s weights for download, making it the largest open-weight model ever (Bloomberg, 2026). Analysts hadn’t expected Chinese parity until 2027.

The American labs shipped too, but in the opposite direction. OpenAI released its GPT-5.6 family (OpenAI, 2026), Anthropic released Claude Opus 5, pitched as approaching its flagship’s capability at half the price (Anthropic, 2026), and Meta shipped a proprietary coding model, confirming its retreat from open releases. The open/closed map has inverted: US labs are closing while China opens, and Chinese models now take a large share of routed traffic at a fraction of the price.

The economics underneath are brutal: Token prices are falling roughly tenfold per year while volumes explode; Google alone processes more than 3.2 quadrillion tokens a month (Google, 2026). DeepSeek even announced peak-hour pricing for its new model, doubling rates in busy hours, a sign cheap inference is now capacity-bound, per TechNode (TechNode, 2026). Demand is real: The Information reports ChatGPT is nearing a billion weekly users (PYMNTS, 2026). But the pricing power that justifies closed-lab valuations is eroding, and that feeds straight back into the capital story above.

Chain of the month

How one shock travels across the ecosystem — the non-obvious link most coverage misses.

Start at the macro overlay: A Fed that holds with three votes for a hike tells every lender that rates stay higher for longer. That repriced the riskiest AI credit within days: default insurance on CoreWeave and Oracle blew out just as the bill for the build-out migrates from corporate cash to debt and securitization. From there the shock enters the model’s circular-financing amplifier, the loop where Nvidia finances the labs and clouds that buy its chips. Amplifiers don’t damp: a doubt about one borrower becomes a doubt about every counterparty in the loop, which is why Nvidia’s own credit insurance jumped on a report about OpenAI’s financing.

Net read: power remains the physical gate on the build-out, but this period the binding constraint moved one layer up, to the price of money. Watch the September Fed meeting the way you’d watch a grid auction.

Powers Signal: How the Gulf War Reset Sanctions and Trade

How to read this. The read across the powers

Two weeks ago the ceasefire with Iran was declared over. This period it became an open naval war, and its effects reached far past the Gulf.

The United States reinstated a full naval blockade of Iran’s ports on 16 July and disabled an oil tanker with missiles a day later. Iranian authorities said American forces struck 95 locations across 12 cities over ten days; Iran hit tankers in and near the Strait of Hormuz, and Yemen’s Houthi movement declared a shipping embargo on Saudi Arabia (USNI News, 2026; CNBC, 2026). Traffic through the strait, which carries close to a fifth of the world’s oil, fell to record lows, war-risk insurers began pulling coverage, and Brent crude rose above $90 a barrel and briefly past $100 (Bloomberg, 2026; Trading Economics, 2026).

The more important story is where that oil shock traveled. It reshaped Europe’s Russia policy: rather than lower its cap on the price of Russian oil, the European Union froze the cap to avoid handing Russia extra revenue while prices climbed (European Council, 2026). And it softened American pressure on India: the United States quietly eased enforcement on India’s Russian-oil purchases during the Iran conflict (Reuters via AOL, 2026).

The takeaway for a decision-maker: the Gulf war is now the hidden variable in decisions that look unrelated to it, from Russia sanctions to India trade to the price of oil. Watch the blockade, not only the ceasefire talks, to see where those decisions go next.

The heat map

Deep dive — the Gulf goes to an open blockade, and Europe’s independent mission is overtaken

A blockade changes who decides the strait’s fate, and it strands Europe’s bid to act on its own

The United States reinstated a full naval blockade of Iran’s ports on 16 July and disabled a tanker with missiles the next day (USNI News, 2026).

A blockade is not a single raid. Once one power closes a waterway by force, every shipper, insurer, and oil importer has to reprice within days, and this time they did: transits through the strait fell to record lows and war-risk insurers began pulling coverage.

The most exposed party is global shipping through the strait, followed by the oil importers who pay the next layer through price, Japan, India, and Europe. The Gulf states that host American forces remain at risk of attack, and gain nothing from the fight.

The second-order effect is what the blockade did to Europe’s own plan. Last edition, Britain and France offered a naval force as a bid for strategic autonomy, Europe securing the strait without depending on the United States, a mission that launched within days with more than ten European states contributing warships and minehunters (The National, 2026). But the moment the United States imposed its own blockade, that mission shrank into a mine-clearing and escort role inside an American-run closure. Within a week, one regional analysis was already questioning whether the European mission still had a purpose (The National, 2026). The lesson for a decision-maker: an independent European security role is easy to announce and hard to sustain once the United States acts first and on a larger scale.

Base case: the blockade holds at a reduced but real intensity while mediators push a 10-day ceasefire meant to revive the U.S.-Iran memorandum of understanding (medium confidence).
Scenario to watch: if the ceasefire takes, oil falls sharply and the European mission regains a real purpose; if it fails and Iran mines the strait, Europe is pulled deeper into an American operation, a lower-probability but higher-consequence path.
What would confirm the reading: a firm ceasefire date or a mine-clearing engagement. What would break it: the United States lifting the blockade on its own before the next edition.

Deep dive — China and Russia fire live rounds inside Japan’s economic waters

A first-of-its-kind live-fire drill signals coordination that is now operational, not just for show

On or around 19 to 21 July, Chinese and Russian warships conducted a joint live-fire drill inside Japan’s exclusive economic zone near the Okinotorishima reef, the first such drill Japan’s defense ministry has detected and disclosed (Japan Times, 2026; USNI News, 2026).

In our model, this runs through military and force posture and cyber and information overlay at once. It builds on a slow lag of repeated drills, but this one crossed a line: live fire inside an ally’s claimed economic waters carries a sharper message than a routine transit.

Japan bears the direct cost and lodged a formal diplomatic protest with China. Japan's ally, the United States, is also being tested: the drill measures whether the American promise to defend Japan is enough to stop China and Russia from operating this close to Japanese-claimed waters.

The harder-to-see point is that China-Russia military cooperation is maturing from symbolic patrols into operational coordination: synchronized force posture, shared logistics, and now live fire. The exercise followed the “Joint Sea-2026” drill near the Chinese port of Qingdao and a joint patrol that sailed past Japan into the Pacific (Defence Security Asia, 2026). It also compounds a second pressure Japan already carries, China’s standing rare-earth squeeze, which has not eased (Morgan Lewis, 2026). Japan is now being pressed in two arenas at once, military and mineral, by a China that increasingly acts alongside Russia.

For a planner, the signal is that the two powers’ forces are becoming something to treat as a single combined capability rather than two separate ones.

Base case: continued joint drills near Japan, more protests, and no direct clash before the next edition (medium confidence).
Scenario: if a drill moves closer to Japanese-administered islands, the risk of an accidental incident rises, a lower-probability but higher-consequence path.
What would confirm the reading: another joint live-fire event near Japan. What would break it: Russia pulling its naval units back to concentrate on the war in Ukraine.

Deep dive — Europe freezes its oil-price cap rather than lower it, and names Chinese and Indian firms

The sanctions system is now shaped by the Gulf, and it is pushing China and India closer to Russia

On 23 July the European Union adopted its 21st sanctions package, freezing its cap on the price of Russian oil at $44.10 a barrel for twelve months rather than lowering it, and for the first time targeting the vessels of Russia’s shadow oil fleet and naming refiners and traders in China, India, and the United Arab Emirates (European Council, 2026; Mayer Brown, 2026).

This runs through our model’s finance and sanctions layers, which moves slowly and compounds. The reason the bloc froze the cap rather than lowered it is the Iran war. With oil rising above $90 a barrel, a lower cap would have been unenforceable, and the automatic alternative would have raised the cap and paid Russia more, so freezing the number was the only way to keep the cap effective (Bloomberg, 2026). That is the cross-arena link worth marking: a military event in the Gulf set a Russia sanctions number in Europe.

The direct targets are Russia’s oil-shipping shadow fleet and the third-country refiners that process its crude. India’s petroleum exporters are exposed because the package reaches refiners that handle Russian oil (Deccan Herald, 2026).

Punishing Chinese and Indian companies over Russia could push both countries closer to Russia, the very country Europe is trying to cut off.

Base case: India holds its Russian-oil pace and protests the naming, while China objects but its trade truce with the United States holds toward its November deadline (medium-high confidence).
Scenario: if enforcement bites a specific large Indian or Chinese refiner, expect a formal diplomatic response within weeks (medium).
What would confirm the reading: an Indian or Chinese government statement protesting the package by name. What would break it: India quietly trimming Russian purchases to avoid exposure to the new measures.

Move of the period

How a naval blockade in the Gulf reached across two continents to freeze Europe’s cap on Russian oil and soften America’s pressure on India, all inside the same two weeks.

The chain shows why a single Gulf military move set the terms for decisions about Russia. Once the blockade pushed oil above $90 a barrel and put Hormuz supply at risk, Europe could not afford to lower its cap on Russian oil: a tighter cap during a supply squeeze would be ignored or push prices higher, and the automatic alternative would have raised the cap and handed Russia more revenue, so freezing the number was the only move that kept the cap working (Bloomberg, 2026; European Council, 2026). At the same time the United States, needing oil to keep flowing while it squeezed Iran, quietly eased its pressure on India’s Russian-oil purchases rather than remove a second large supplier from the market (Reuters via AOL, 2026). The loop to watch: if the blockade lifts and oil falls, both decisions could reverse, with Europe revisiting the cap and the United States re-tightening on India.

The build-out read

Last edition, the rules of the AI build-out moved in three layers at once. This period one of those rules loosened, and it changed almost nothing, which is the story.

On 14 July, a senior U.S. trade official told Congress that “very few” of Nvidia’s most capable exportable AI chips have actually reached China, even though Washington has approved roughly $10 billion in licenses to sell them there (CNBC, 2026). The valve is open; almost nothing is flowing through it. China is steering its own buyers toward home-grown chips and models, and is now drafting rules to keep its best models from leaving the country (Trivium China, 2026). One wall came down while two others went up.

The physical demand underneath is not in doubt. On 16 July Taiwan’s TSMC, the company that makes most of the world’s advanced chips, posted its best quarter ever and raised its outlook for the year (TechTimes, 2026). What is changing is where the build-out now meets resistance. Not on the chip line, but on the electricity bill: studies this period tied about $23 billion of higher U.S. power bills to data centers, and New York’s governor became the first to halt new construction outright (Fortune, 2026; CNBC, 2026). The build-out’s limit is turning political.

Deep dive — software & models: a chip control loosened, and reconnected nothing

One wall comes down, and two go up

On 14 July a senior U.S. trade official told Congress that “very few” of Nvidia’s H200 AI chips have reached China, even though Washington has approved around $10 billion of licenses to sell them there (CNBC, 2026). The number is the news. For two years the United States treated access to its best chips as a valve it could open or shut on China. It has now opened the valve: roughly ten Chinese firms, including Alibaba, Tencent and the AI developer DeepSeek, are cleared to buy, in exchange for a 25% cut of each sale going to the U.S. government and security checks on every buyer (TechTimes, 2026). And almost nothing has moved through it.

Who gains from the opening, and who does not? Nvidia gets paper permission to sell back into its largest lost market, but little revenue so far. The Chinese buyers get two-year-old chips they increasingly do not want, because Beijing is pushing them toward domestic parts. The clearest winner is the U.S. Treasury’s 25% cut, if the chips ever ship in size.

Here is the part a headline reader may miss: Reopening one control did not reconnect the two systems, because the demand on the other side has been redirected on purpose. And on 22 July, reporting firmed up that China is drafting its own rules to keep its best AI models at home: a tiered plan that would let weaker open models out with a simple filing, put stronger ones through a security review, and possibly bar release of the most capable (TechTimes, 2026; Trivium China, 2026). One wall came down while two went up. Base case: the chips trickle rather than flow, and the two AI worlds keep drifting apart on both chips and models. The alternative, real volume moving while China keeps its models open, looks unlikely while Beijing is chasing self-sufficiency, but it would matter, because it would mean the split is still reversible. A jump in actual chip shipments would confirm a reconnection; a formal Chinese rule locking its models at home would confirm the separation.

Deep dive — energy: the build-out’s new limit is the power bill

The bill lands, and a state says stop

On 14 July, New York’s governor signed the first statewide order in the country pausing new large data-center construction for up to a year (CNBC, 2026). What matters is what it does to the limit on the whole build-out. Until now that limit has been physical: the multi-year wait to connect a new site to the electricity grid. This adds a political limit that works faster. A state can simply stop new construction, and it can do so in weeks, where a grid queue takes years.

The trigger is the household electricity bill as we discussed in our Critical Post “Finite Resources: Who Gets the Power?” A study this period tied about $23 billion of higher U.S. power bills to data centers, and the price generators charge just to keep power on standby has climbed to $325 per megawatt-day, roughly $16.4 billion passed through to customers, of which data centers account for about $6.3 billion (Fortune, 2026). Data-center developers now carry a new risk directly: a project that cleared every engineering hurdle can be stopped by a permit freeze. Households and their advocates gain leverage; 78% of Americans say they are worried these buildings will raise their bills (Consumer Reports, 2026). Utilities sit in between, wanting the load and answering to the voters.

Set this beside last edition’s news and a pattern appears: Two weeks ago the federal government gave the largest grid operator the authority, for the first time, to switch big data centers off during an emergency (E&E News, 2026). Now a state has claimed the power to stop them being built at all. In two editions the grid has learned to say no in both directions: it can turn existing campuses off, and it can keep new ones from going up.

Base case: New York stays an outlier and the national build-out keeps pace, because most data-center growth sits in states that still want it. The scenario to watch is spread, to other states or to the data-center-heavy grid that runs from New Jersey to Virginia, several of which are already weighing the same pause (Axios, 2026). A second state pause this summer would confirm the reading; a quiet permitting season would break it.

Deep dive — capital: the demand is real, the money is getting choosier

Record demand, choosier money

On 16 July TSMC, the Taiwanese company that makes most of the world’s advanced chips, reported its best quarter ever and raised its outlook for the year: revenue of about $40 billion, up 36% from a year earlier, with full-year growth now expected above 40% (Investing.com, 2026). So demand for the physical build-out is not the question. The question sits one layer up, in the money that pays for it.

That building is increasingly funded with borrowed money, and this period the lenders started asking for more. By one analysis, borrowing tied to AI is heading toward $570 billion for the year, and bond investors are visibly pushing back: the cushion of demand for each new bond from the big cloud companies is thinning, a sign buyers will soon want higher interest to keep lending (Forbes, 2026). The split in fortunes is the point. The strongest borrowers, the handful of trillion-dollar cloud firms, can still raise tens of billions at a small premium. The weakest, smaller data-center builders and the specialist computing-rental firms, feel any rise in borrowing cost first and hardest. A growing share of the lending has also moved into private credit, loans made away from public markets, where roughly $200 billion is already out and one bank expects another $800 billion over two years (Bloomberg, 2026). Losses there are harder to see coming.

The two facts belong together: Record physical demand and choosier money are arriving in the same two weeks — the split this newsletter keeps flagging, in which the build-out runs on multi-year contracts while the money that funds it reprices in weeks. And it still hangs on last edition’s open question: whether Meta’s plan to rent out spare computing power makes computing cheaper, which would undercut the assumption of permanent scarcity the whole debt pile is priced on. Base case: an orderly repricing, where buyers get a little more yield, issuance continues, and the strongest names are unaffected. The scenario to watch is a funding air-pocket for the weakest borrowers, where a single failed or badly-priced bond forces the market to reprice the rest. The big cloud companies’ late-July results, with their construction-spending plans, are the near-term test. A hyperscaler bond that struggles to sell would confirm the strain; a smooth run of summer borrowing would ease it.

Each step is sourced above. Note what did not move: the chip lines are still full, TSMC just booked a record quarter, and the power queues are still long. What changed is who is pushing back. Last edition the shock traveled through the money layer, from a business plan to a stock repricing to a borrowing cost. This one traveled through the people who pay the electricity bill, from a hot afternoon to a household charge to a governor’s order. The build-out’s fastest-moving limit is no longer the grid queue. It is the voter looking at a power bill.

How to read this. Heat (1 to 5) shows how active a domain is this period, not its long-run importance. Arrows show direction versus the last edition. Every material claim links to a primary release or two independent, reputable sources; where the model is projecting rather than reporting, we say so directly.

The national read

Minus 0.4%. Consumer prices actually fell in June, the largest one-month decline since April 2020, and the annual inflation rate dropped to 3.5% from May’s 4.2% (Bureau of Labor Statistics, July 14, 2026). In any other month, that would be the story. This month it is the footnote.

Between the report’s June data window and its July 14 release, the ceasefire with Iran collapsed. The United States resumed strikes on July 7 and has kept striking since; Iran hit more tankers in the Strait of Hormuz; Yemen’s Houthi militants threatened to blockade Saudi shipping (CNBC, July 21, 2026). Brent crude went from under $70 a barrel to above $90 (Bloomberg, July 20, 2026). The national average gasoline price climbed ten cents in a single week, to $3.94 a gallon (AAA, July 16, 2026).

So the bond market saw the best inflation report in six years and priced in a rate increase. Futures still lean roughly four to one toward the Federal Reserve holding rates at its July 28 to 29 meeting, but they now put better than even odds on an increase by September (CNBC, July 14, 2026). That’s the thread connecting all of this: official statistics take weeks to collect and publish, so the ‘freshest’ data is really a snapshot of last month’s economy, one that may no longer exist by the time the report lands. Next week the Fed has to set policy with that rearview mirror: believe June’s cooling on paper, or July’s reheating at the pump.

Deep dive: The Federal Reserve. The best inflation report in six years may not survive the month

A backward-looking gift with a short shelf life

June consumer prices fell 0.4% on the month, with the annual rate down to 3.5% and core prices, which leave out food and energy, flat on the month and up 2.6% on the year; producer prices fell 0.3% the next day, their first decline since August 2025 (Bureau of Labor Statistics, CPI, July 14, 2026; PPI, July 15, 2026).

Nearly all of that improvement is one channel running in reverse: energy. The energy index fell 5.7% in June, when Brent crude sat under $70; wholesale diesel fell 18% and wholesale gasoline 12% in the same month (Bureau of Labor Statistics, July 15, 2026). Energy prices pass into the headline inflation number within one to two months in the model’s energy-to-inflation channel. Oil is now more than $20 a barrel higher than the price that produced June’s decline, so the July report, due August 12, is positioned to give much of it back.

Borrowers briefly benefit from the good print; holders of bonds already lost, because yields rose on the oil news, with the 10-year Treasury yield finishing July 17 at 4.55% and climbing toward 4.6% (Advisor Perspectives, July 17, 2026; CNBC, July 14, 2026). Anyone shopping for a mortgage inherits that move within weeks.

The less obvious point sits in the minutes of the June 16 to 17 meeting, released July 8: nine of the eighteen officials who submitted projections penciled in at least one rate increase this year, and that split formed before the oil spike (Federal Reserve, July 8, 2026). Chair Kevin Warsh gives no forward guidance, so markets are trading the committee’s projections, not the chair’s words. Half the committee already wanted to raise rates. Now an energy shock is pushing up the headline inflation number, the one households actually see, while core inflation, which the shock doesn’t touch, sits at 2.6%. Raising rates won’t fix an oil supply problem. But half the committee may vote to do it anyway.

Base case: a hold on July 29 with harder language about energy, roughly the four-in-five odds markets assign (J.P. Morgan Wealth Management, July 2026). The scenario, perhaps one in five: an increase, if Brent holds above $90 into the meeting. What would confirm this reading: a statement that dismisses the energy spike and points to the 2.6% core. What would break it: a hike before the July inflation report. That would tell us this committee reacts to gas prices, not the underlying trend.

Deep dive: Energy and trade. The dual blockade turns a price shock into a supply-chain shock

Two chokepoints at sea, one tariff switch on land

The war escalated from tanker incidents to a standing campaign this period: continuous American strikes on Iran since July 7, a renewed United States naval blockade of Iranian ports, fresh Iranian hits on tankers on July 13 and July 21, and a Houthi threat to blockade Saudi shipping, with regional mediators now circulating a 10-day ceasefire proposal (CNN, July 13, 2026; CNBC, July 21, 2026).

The first channel is the familiar one, and the fastest in the model: crude to pump to household budgets, in weeks. Brent settled at $88.10 on July 17 and topped $90 on July 20, its highest since June 10 (CNBC, July 17, 2026; Bloomberg, July 20, 2026). The second channel is slower and less watched: diesel. Wholesale diesel fell 18% in June and is the fuel that moves freight; its reversal reprices the shipping cost of nearly every good with a lag of one to two quarters.

Energy producers and shippers collecting war-risk premiums gain. Airlines, truckers, and chemical makers running on thin fuel margins lose first. Households lose regressively, because fuel takes a larger share of a smaller budget.

The less obvious point is the calendar collision. On July 24, three days before the Federal Reserve meets, the 10% blanket tariff surcharge on imports expires by operation of law at the end of its 150-day statutory clock, and the Office of the U.S. Trade Representative’s proposed replacement, 12.5% duties on goods from 46 countries, is positioned to take its place; no official effective date has been announced (Nakachi Eckhardt & Jacobson, July 4, 2026; Tech Times, July 20, 2026). Importers therefore face rising ocean freight and war-risk costs and a new tariff schedule in the same seven days, a double reset of import costs that lands in fall goods prices just as the Federal Reserve hopes energy pass-through will fade.

Base case: intermittent strikes continue and Brent holds in the upper $80s to low $90s, with analysts expecting upper-$70s prices by fall if the mediators’ proposal takes hold. Upside risk, perhaps one in four: a Houthi blockade of Saudi traffic materializes and Brent moves well above $100, adding a percentage point or more to headline inflation, the path the June edition traced. What would confirm de-escalation: acceptance of the 10-day ceasefire and falling war-risk insurance rates. What would break it: a strike on Saudi or Emirati export infrastructure, which would widen the shock beyond Iranian barrels.

Deep dive: Households. A sentiment recovery built on a gasoline price that no longer exists

The mood improved on data from a different month

Consumer sentiment jumped almost 10% in early July to 54.4, its highest since February, with one-year inflation expectations easing to 4.2% from 4.6% (University of Michigan Surveys of Consumers, preliminary, July 17, 2026).

The survey itself explains the gain: cheaper gasoline. And most responses were collected before the July 7 resumption of strikes and the gas-price turn that followed (Advisor Perspectives, July 17, 2026). The model’s energy-to-household channel is its fastest sentiment mover, and it is now running in reverse: the pump price that built this recovery over six weeks has been rising ten cents a week since then. Spending seems to be holding rather than growing. June retail sales rose 0.2%, and the Census Bureau notes the change is not statistically distinguishable from zero; excluding autos and gasoline, sales rose 0.4% (Census Bureau, July 16, 2026).

Who is exposed: the sentiment gain was strongest among consumers without a college degree, the same group for whom gasoline takes the biggest budget share, so the reversal would land hardest exactly where the improvement was largest. Credit is not cracking: the biggest card lender’s loss rate is holding near guidance, and bank chiefs called the economy resilient in July 14 earnings (JPMorgan Chase, July 14, 2026; CNBC, July 14, 2026).

The less obvious point: both props under consumer spending weakened in the same ten days. Cheap gasoline is gone, and the stock-market wealth effect is thinning too, with the S&P 500 posting its first losing weeks since March as the AI-linked names that carried the rally sell off (Associated Press, July 17, 2026; CNBC, July 20, 2026). The model treats the consumer as an amplifier, not a bystander: if both supports give way together, the effect widens into services and goods demand and returns to the Federal Reserve’s table in the fall as a growth problem layered on an inflation problem.

Base case: The final reading shows consumer sentiment giving back some of its July jump — but spending should hold up, because the job market is still solid: claims fell to 208,000 in mid-July and layoffs remain low. (Reuters via U.S. News, July 16, 2026). The scenario, perhaps one in three: gasoline crosses and holds above $4 through August, sentiment retests May’s record low, and third-quarter spending stalls. Confirm or break: the final July sentiment reading on July 31, and whether the weekly claims series stays near 210,000.

Chain of the period

One chain, traced start to finish through the transmission map.

Start with the ceasefire’s collapse on July 7. Oil travels the war news first: Brent moves from under $70 to above $90 in two weeks, and the pump follows at ten cents a week. That runs the model’s energy-to-household channel, one of the two paths it never softens, straight into budgets and sentiment. It also rewrites the meaning of the period’s biggest data release: June’s 0.4% price decline, the best in six years, was manufactured by exactly the cheap oil that no longer exists, so markets skipped celebrating it and moved rate-increase odds up instead, pushing the 10-year Treasury yield toward 4.6%. The chain ends at the second unsoftened point, the Federal Reserve itself: a committee already split nine-to-nine on raising rates this year walks into its July 28 to 29 meeting with a hawkish market it never guided. The cross-current to hold onto: the AI selloff is thinning the wealth effect at the same moment, so the hawkish case and the household squeeze are building together.

How to read this. Critical minerals are the metals modern industry can’t run without — rare earths for magnets, lithium and cobalt and nickel and graphite for batteries, copper for wiring and the grid, and gallium and germanium for chips and defense. Their value chain runs in four steps: mine the ore, refine and separate it (the hard part, where China dominates), turn it into materials — magnets, battery cells, alloys — and ship those to end users. We track nine domains across that chain, each scored for heat from 1 (quiet) to 5 (very active) with a trend arrow (▲ rising · ► steady · ▼ cooling), plus a mineral scorecard that scores each metal on its own. We lead with what moved and why it matters for a decision. Every claim links to its source.

The chain read

For years the price of tungsten in China and the price of tungsten everywhere else were the same number with a shipping cost added. This period, industry price reporters said out loud that they are now two different numbers, moving on their own.

Tungsten is a hard, dense metal used in cutting tools, armor-piercing ammunition and jet-engine parts. Since early 2025, China has required exporters to hold a license and has cut the list of firms allowed to sell abroad. The result, spelled out this period by the price service Fastmarkets, is a split market: Chinese domestic prices have actually stabilized or fallen, near $91,500 a tonne for the standard tungsten chemical, while the price Western buyers pay outside China stays far higher and moves to its own logic (Fastmarkets, 2026; Rare Earth Exchanges, 2026).

That split is the signal this newsletter exists to catch, and tungsten is not alone in it. The same gap has opened in antimony, a metal used in ammunition and flame retardants, where the European price is roughly $23,000 a tonne against about $16,000 inside China; in germanium, a chip-and-optics metal that jumped about 28% in a month inside China while Western material sat near double that price; and even in rare earths, where the magnet-metal benchmark outside China rose about 21% in a single month at the same moment China cut its own internal concentrate price for the first time in eight quarters (SMM benchmark via Rare Earth Mining, 2026; Shanghai Metals Market, 2026). One licensing decision in China no longer just raises a price. It cuts the wire between two markets — and this period the wire stayed cut, hardened by new enforcement and a fresh warning from the world’s main energy agency that the whole system has tipped from worrying about supply to worrying about access.

Deep dive — the pricing firewall: one metal splits into two markets, and the rest follow

China’s export licenses have cut the wire that once linked its home prices to the world’s

This period, industry price reporters described tungsten as having split into two separate markets — a managed one inside China and a scarcity-priced one outside it — and named the same pattern forming in antimony, germanium and rare earths (Fastmarkets, 2026).

The mechanism is what traders call arbitrage, and it has stopped working. Normally, if a metal is cheaper in China than abroad, buyers ship it out until the two prices meet. China’s export-licensing rules block that flow, so a Chinese price that falls on weak domestic demand no longer drags the export price down with it. The channel is the refining and licensing chokepoint, and the effect is immediate: the moment a license is required, the two prices are free to drift apart, and this period they did (Rare Earth Exchanges, 2026).

Western buyers of these metals are the ones hurt, and directly: a defense contractor or toolmaker outside China can no longer use the cheaper Chinese price as a benchmark or a hedge, because it can’t actually buy at that price. The relative winners are producers outside China — a smaller Western tungsten miner, or U.S. Antimony, which shipped its first ingots this period under a $245 million defense contract at about $31.71 a pound — who now sell into a market where security of supply, not low cost, sets the price (Fastmarkets antimony assessment, 2026).

The second-order effect is the one a headline reader may miss. A split market quietly rewrites the business case for the entire Western build-out. As long as the world paid one Chinese-anchored price, a new Western refinery could never compete on cost. Once the export price detaches and stays high on its own, a Western plant only has to beat that higher outside price — which is exactly the gap that government price floors, such as the U.S. defense department’s $110-a-kilogram floor under rare-earth magnet metal, are designed to guarantee. The firewall is what makes the subsidy math close.

The base case is that the split persists and widens into the autumn, because the licensing rules that caused it are still in force. The softer scenario, perhaps one chance in three, is that a U.S.-China deal to extend the current truce narrows the gap by loosening licenses — talks toward exactly that were underway this period (The National, 2026). What confirms the reading: the two prices keep diverging through the 10 and 27 November control deadlines. What would break it: a truce extension that lets metal flow freely again and snaps the prices back together.

Deep dive — the enforcement turn: China puts teeth behind a “suspended” control

A new informant-reward rule means the paused export ban is biting anyway

Effective 1 July, China’s Commerce Ministry set up a public reporting system that pays informants who turn in companies for exporting strategic minerals without a license, mislabeling shipments, or routing them through a third country to dodge the rules (Morgan Lewis, 2026).

The channel here is enforcement, not new law, and that is what makes it matter. China’s outright export ban on gallium, germanium and antimony to the United States is officially suspended until 27 November, which markets have read as breathing room. But a licensing regime is only as tight as its policing, and this rule converts a paper requirement into an actively hunted one. The lag is short: Chinese suppliers, now exposed to informants and to the detentions and prosecutions already reported this year, respond within weeks by demanding far more end-use paperwork and walking away from any ambiguous order (Fastmarkets, 2026).

The exposure falls on any Western buyer that had been quietly sourcing these metals through gray channels or third-country middlemen — that route is closing. The relative winners are large, compliant buyers with clean paperwork and direct supplier relationships, who gain a measure of certainty while smaller and less formal buyers lose their workaround.

The second-order effect cuts against the market’s own comfort. Because the controls are already biting through enforcement, an extension of the “suspension” at the November deadlines would deliver less real relief than a relieved market expects — the availability of these metals is being throttled now, quietly, regardless of what the formal rule says on paper. The value at stake is not small: the energy agency’s own analysis this period put roughly $6.5 trillion of annual production outside China at risk if the controls were enforced in full (The National, 2026).

The base case is that enforcement keeps tightening into the November deadlines, so real-world access stays harder than the suspended-ban headline suggests. The alternative, roughly one chance in three, is a broad U.S.-China trade understanding that eases both the licenses and the policing at once. What confirms the reading: more detentions, prosecutions or supplier pullbacks in the weeks ahead. What would break it: a deal that visibly loosens end-use documentation demands.

Deep dive — the money changes shape: a $100 billion fund instead of a loan window

The U.S. defense department shifts from lending to companies to seeding the funds that lend to them

On 14 July the U.S. Department of War’s Office of Strategic Capital launched the National Security Fund Finance program, which routes federal minerals lending through private credit funds rather than straight to individual companies, with a target of mobilizing up to $100 billion (Department of War via GlobalSecurity, 2026).

The channel is the capital domain, and the change is structural, not just larger. Instead of underwriting one mine or refinery at a time, the government now puts federal dollars into private investment funds, which must add their own capital before deploying the combined pool. The lag is medium — it takes months to stand up funds and close deals — but the leverage is the point: a given federal dollar pulls private money in behind it, so the deployable total is a multiple of what a direct-loan window could reach (Defense Daily, 2026).

The most direct winners are junior miners and processors with bankable projects, who gain access to a far bigger capital pool. The subtler shift in exposure is that private credit managers become the new gatekeepers: a company that once lobbied a government loan office now has to satisfy a fund’s investment committee. This period also showed the harder edge of that discipline — the U.S. defense department put $25 million of equity into the refiner ReElement Technologies, a smaller, restructured stake that came after the same firm walked away from an $80 million federal loan last year when it could not clear the due-diligence bar (Reuters via U.S. News, 2026).

The second-order effect is that U.S. minerals policy is quietly becoming a capital-markets platform rather than a subsidy program. That can move far more money, far faster, than an appropriations line — but it also hands real allocation power to private managers and raises the question, already being asked on Capitol Hill, of who is accountable when the government is an investor. It is the clearest sign yet that the build-out’s binding constraint has moved from “is there money?” to “who decides where it goes?” This is the seam into our US Economy Signal, where industrial policy is the through-line.

The base case is that the first fund commitments close before year-end, since the framework and the appetite are both in place. The harder case is that the leverage model stalls on governance or oversight questions, which would matter because the Western supply chain still needs its capacity built before the 2028 window when several of China’s control suspensions could lapse. What confirms the reading: the first named credit managers qualifying under the program. What would break it: a Congressional move to rein the authority back in.

The continental read

Last edition, the story was money returning to Africa. This edition shows the first crack in it, and it is not where you would look for one.

Senegal is a stable democracy, not a war economy. Yet its International Monetary Fund program is still frozen, after auditors put the country’s hidden debt in the billions and lifted total debt above 130% of the size of its economy, in what the Fund calls its largest case of misreported debt ever (CNBC Africa, 2026). The machinery still works elsewhere: the Fund released about $464 million to Ethiopia, a country just out of default (IMF, 2026). The market is starting to sort African borrowers less by whether they defaulted and more by whether their books can be trusted.

Beneath the money, the human floor keeps dropping, and this period it began to cross borders. Congo’s Ebola outbreak roughly doubled again, past 800 deaths, and for the first time left the continent: a United States aid worker was flown to Germany for treatment on July 13 (World Health Organization, 2026). In Sudan, the city of El Obeid is still encircled under record drone strikes, with the United Nations warning of imminent mass atrocities (UN News, 2026).

And a new driver has switched on under all of it. Forecasters now confirm El Niño, the Pacific warming pattern that reorders African rainfall, is active and strengthening (NOAA Climate Prediction Center, 2026). It is already flooding cocoa farms in the west and drying out the Horn. Where money is returning, transparency is the new test. Where the floor is failing, the shocks no longer stay put.

The heat map

Senegal’s frozen program is the market’s new fault line

Senegal’s IMF program remains suspended, and after a June visit the Fund said only that further decisive action is needed to resolve the misreporting (CNBC Africa, 2026). The channel this travels through is trust. When an audit lifts a country’s reported debt from about 74% of the size of its economy to above 130%, lenders reprice not just that country but the assumption that audited numbers are clean (VoxDev, 2026). Bond prices move within weeks; the lesson other borrowers draw from it plays out over months.

The direct loss is Senegal’s own. The Fund cut its 2026 growth forecast to 2.2%, from 3.0%, and the infrastructure plans that the borrowing was meant to fund are on hold (Bloomberg via BusinessMirror, 2026). The wider exposure is every government still marketing a new bond into the low-premium window this newsletter described last edition, and the Fund’s own standing as the body that certifies a country’s numbers.

The second-order effect is the contrast with Ethiopia, and it is the reason the story matters. Ethiopia defaulted, restructured, and this period drew a fresh $464 million from the Fund while it prepared the first payment on its new bond (IMF, 2026; The Africa Report, 2026). Senegal never defaulted, and is locked out. Solvency is no longer the whole test; the credibility of the books is becoming the price of entry. Base case: the freeze holds through the summer while Senegal negotiates a corrective path, and its borrowing costs stay high but contained. The alternative, at perhaps one chance in three, is a broader repricing if a second country’s numbers are questioned. What would confirm the base case: the Fund sets a timetable to resume lending, or Kenya lands its planned bond buyback into a still-open market (Bloomberg, 2026). What would break it: another core government discloses debt it had not reported.

Deep dive: critical minerals

Congo’s cobalt machine jams, and the state becomes the market

On July 5 the deadline to use the first half of Congo’s cobalt export quotas fell due, but from July 1 exporters could not file the customs papers to ship, because the regulator had not authorized processing, putting up to 20,000 tonnes and about $1.1 billion of shipments at risk (Mining Weekly, 2026). What looks like a paperwork failure is really a transfer of control. Any quota a miner cannot use is not returned; it is forfeited to the regulator’s strategic reserve, a state buffer stock of roughly 10% of the national export ceiling that the government can steer toward projects it deems in the national interest (Reuters via Kitco, 2026).

The exposed parties are the big exporters, Glencore and CMOC among them, who may lose allocations they had counted on and have asked the prime minister to step in (Kitco, 2026). The direct winner is the Congolese state, which is accumulating a larger and larger share of the world’s cobalt and the power to decide when it moves. The cap is working as designed: cobalt has held near $57,000 a tonne, up roughly 160% since Congo’s first export block in early 2025 (Trading Economics, 2026).

The second-order effect is a change in what Congo is. In the same weeks, United States firms stepped up their bids to map the country’s geology from the air (Semafor, 2026), and the finance ministry confirmed plans for a Kinshasa stock exchange, trading in both the local franc and the dollar, to list the country’s mineral wealth by 2027 (Bloomberg, 2026). The country that supplies about three-quarters of the world’s cobalt is building the machinery to price it, not just dig it. For buyers, the supply risk is migrating from the mine to the ministry. Base case: the regulator extends the deadline or quietly clears the backlog, exports resume, but more volume sits in state hands. The alternative, at perhaps one chance in three, is a hard forfeiture that spikes the price and pushes carmakers to design cobalt out faster. What would confirm the base case: a deadline extension or the reserve released for sale. What would break it: customs stays shut and the third-quarter shipments miss.

Deep dive: health

Ebola crosses the water as the response loses its funding

Congo’s Ebola outbreak, caused by the Bundibugyo strain, roughly doubled again, to about 2,124 cases and 828 deaths by July 15, from 1,561 cases and 506 deaths in the World Health Organization report dated July 5, and for the first time it left the continent, with a United States aid worker flown to Germany on July 13 and an earlier case recorded in France (World Health Organization, 2026; NPR, 2026). The mechanism that turns a bad outbreak into an international one is the same one that has been quietly weakened. There is no licensed vaccine for this strain, so control depends on finding and isolating each contact, which takes staff, and staff is what last year’s aid withdrawal removed. A missed contact becomes a new cluster in two to three weeks; an infected traveler becomes a case abroad in days.

The heaviest exposure is still in Ituri province, now about 1,904 cases across 27 of 36 health zones, and in North and South Kivu, where the M23 war blocks health teams from reaching the sick (World Health Organization, 2026). The newly exposed are Congo’s neighbors and, in a small but politically loud way, the health systems of Europe.

The second-order effect is the collision with money. The same government whose citizen was flown home for treatment is ending its HIV program funding for South Africa and letting 120 disease-control awards that serve 8.7 million patients expire in September (CNN, 2026; Semafor, 2026). The border-crossing outbreak and the funding cut are the same story told from two ends: pull back the money that keeps African health systems staffed, and the diseases those systems used to contain begin arriving at the donor’s own door. Base case: the outbreak keeps growing in eastern Congo but the cases abroad stay isolated imports; Uganda has begun its 42-day countdown to declaring its own outbreak over, which supports that reading (World Health Organization, 2026). The worse scenario, at perhaps one chance in four: spread into a major city such as Bunia or Goma, or sustained transmission across a border. What would confirm the worse reading: the World Health Organization adds new health zones. What would break it: the case count levels off as trial vaccines reach the field.

Chain of the month

How a warming in the Pacific Ocean is quietly setting the price of a chocolate bar, and steadying a West African farmer’s income along the way. This is the kind of cross-domain link the model is built to trace.

Forecasters confirmed this period that El Niño is active and strengthening, a pattern that reorders rainfall across Africa (NOAA Climate Prediction Center, 2026). In West Africa its first mark was too much water, not too little: early-July flooding across Ghana, Benin, Togo and Nigeria killed people and disrupted the cocoa mid-crop (OkayAfrica, 2026). With some 2026/27 Ivorian output forecasts cut toward 1.7 to 1.8 million tonnes, cocoa jumped about 14% in a single session to a 24-week high (Foodcom, 2026). Into that squeeze, the two countries that grow most of the world’s cocoa are moving to coordinate their farm-gate prices and crop calendars from the new season (Rio Times, 2026). One ocean signal is being passed, farm by farm and contract by contract, from a rain gauge in the Gulf of Guinea to the shelf price of chocolate, and the producers are trying to keep more of the gain for themselves along the way.

The read across the powers

Two weeks ago the story was three agreements starting to fray. This period, the biggest one broke outright.

At the NATO summit in Turkey on 8 July, President Trump said the ceasefire with Iran was “over.” Iran had struck three commercial ships in the Strait of Hormuz; the United States answered with a second night of strikes it called offensive; Iran hit back at Jordan, Kuwait, and Bahrain, the Gulf states that host American forces. Britain and France responded not by waiting on the United States, but by offering their own naval force to keep the strait open (NPR, 2026; The Nation, 2026).

Everywhere else, the pattern from last edition held: pressure that was paused kept coming back early. China widened its rare-earth enforcement system on 1 July and detained more Japanese nationals, even as its trade truce with the United States held well enough for the two sides to discuss lowering tariffs on farm goods (Morgan Lewis, 2026; Bloomberg, 2026). The European Union raced to finish a new Russia sanctions package before a 15 July deadline that would otherwise let the price cap on Russian oil jump higher, a package that for the first time names companies in India and China directly (Euronews, 2026). India pushed back hard on that kind of pressure in public while still buying more Russian oil than at any point this year (Outlook Business, 2026).

The takeaway for a decision-maker: formal agreements, ceasefires, truces, and price caps, are proving to be the least reliable guide to what happens next. The enforcement mechanisms and the deployments are the better guide, and this period both moved faster than the paper agreements around them.

Deep dive — the Iran ceasefire ends, and Europe moves without waiting on the United States

The Gulf war goes back to open strikes; the notable move is who else steps in

At the NATO summit in Turkey on 8 July, President Trump said the ceasefire with Iran is “over,” after Iran struck three commercial ships in the Strait of Hormuz and the United States answered with a second night of strikes it called offensive (CNBC, 2026).

This runs through the military and force posture arena, and it moves immediately, not over weeks. Once a ceasefire is declared dead in public, every actor near the Gulf adjusts within days: shippers reroute or raise insurance rates, and the states that host American forces brace for the next round.

That is exactly what happened. Iran retaliated by striking Jordan, Kuwait, and Bahrain, three countries that were not combatants but that host United States military bases (NPR, 2026). Those three states are the most directly exposed party here: they gain nothing from the fight and are being hit for hosting an ally. Global shipping through the strait, which carries roughly a fifth of the world’s oil, absorbs the next layer of risk.

The move worth watching is not in the Gulf itself. It is what Britain and France did the same week: they announced they are ready to deploy a joint naval force to keep the strait open (The Nation, 2026). That extends a pattern the two countries started last year, when they signed the Northwood Declaration to coordinate their independent nuclear deterrents (IISS, 2025). The Hormuz offer carries that same logic from deterrence into conventional force: Britain and France building their own capacity to keep oil moving, rather than depending entirely on the United States to decide how and when.

Base case: strikes continue at a reduced but real pace, since President Trump left his negotiators room to keep talking even while calling the ceasefire dead (medium-high confidence).
The scenario to watch: if the British-French force actually deploys and Iran treats it as a new provocation, that pulls Europe into a Gulf conflict it has mostly avoided directly for three years, a lower-probability but higher-consequence path.

Deep dive — China turns a rare-earth blacklist into a standing system, and Japan absorbs the weight

A single list becomes an enforcement machine, and it is aimed differently at each target

On 1 July, a new Chinese rule took effect that formalizes how the government reports and pursues violations of controls on strategic minerals, and Chinese authorities have detained at least two more Japanese nationals over rare-earth export rules, on top of the blacklist of American firms from the previous edition (Morgan Lewis, 2026; Nikkei Asia, 2026).

This runs through the energy and critical minerals arena, and unlike a single blacklist announcement, a reporting and enforcement system moves slowly and compounds. It does not hit once. It creates an ongoing incentive to keep finding new violations, so the pressure builds over months rather than fading after one news cycle.

Japan is now the most exposed economy in this arena, more than the United States. China cut off certain mineral shipments to Japan after Japan’s prime minister said an attack on Taiwan could count as an existential threat justifying a Japanese military response, and Japanese companies are now issuing a rising number of formal warnings about the shortage reaching their production lines (Mining Weekly, 2026).

The easy story is China against the United States. The harder-to-see story is that China is running two separate campaigns on the same lever at once. Against the United States it uses a targeted blacklist naming specific companies. Against Japan it uses a blunter, unannounced cutoff tied to a single political statement. The mineral lever is not one policy; it is a menu China adjusts country by country, which makes it harder for any single country to predict when it comes next.

Base case: China keeps the Japan cutoff in place and widens formal enforcement gradually rather than announcing new broad controls (medium-high confidence). Scenario: if Japan’s government softens its public language on Taiwan, mineral flows could ease within weeks, since the trigger was a specific statement rather than a structural policy; a separate, lower-probability scenario is the new reporting rule catching a larger company and forcing a diplomatic response.

What would confirm the reading: a public statement from Japan’s government adjusting its Taiwan language.
What would break it: China widening these same rules into the broad mineral controls it has paused until November, doing to Japan what it has so far only threatened against the United States.

Deep dive — China and Russia drill near Taiwan while a leadership purge may be slowing the harder option

The pressure campaign and the invasion option are separating, not merging

China and Russia ran the “Joint Sea-2026” naval exercise near the port city of Qingdao from 6 to 13 July, while Chinese coast guard vessels kept asserting jurisdiction over commercial ships east of Taiwan, and Taiwan’s National Security Bureau reported a sharp rise in Chinese disinformation and network intrusions ahead of Taiwan’s November local elections (CGTN, 2026; The Record, 2026).

This runs through the military and force posture arena and the cyber and information arena at the same time, and both move on a slow, steady lag built up over months of drills and daily pressure, not a single trigger.

Taiwan bears the direct cost, funding its own defense buildup and civil-defense drills while absorbing what its security officials call an unprecedented scale of disinformation (StratNews Global, 2026). The United States and Japan are exposed at one remove: any change in the credibility of Taiwan’s defenses changes the credibility of their own commitments in the region.

Our reading of the more interesting signal sits underneath the drills. One outside analysis argues that a leadership purge inside China’s military command has pushed back China’s own internal timetable for taking Taiwan by force, even as the daily pressure campaign continues (East Asia Forum, 2026); this is one analyst’s interpretation, not a confirmed fact, and we flag it as such. If that reading holds, this period’s message is not that an invasion is close. It is that China is separating its two Taiwan tools: turning up the pressure campaign, drills, coast guard assertions, disinformation, in part because the harder military option is, for now, less ready than the pressure alone would suggest.

The build-out read

Last edition the story was a gap: violent markets on top, a booming physical build-out underneath. This period the rulebook itself moved, in three places at once.

First, the model shutdown ended. On 30 June the U.S. government lifted the export order that had switched off Anthropic’s two most capable AI models worldwide, and Fable 5 came back on 1 July (CNBC, 2026). One week later, Reuters reported that China’s government is discussing the same kind of restriction for its own top models (Time, 2026). Second, during the 2 July heat emergency, the U.S. Department of Energy gave the country’s largest grid operator the authority, for the first time, to order big data centers off the grid and onto their own backup generators (E&E News, 2026).

Third, news broke that Meta plans to sell its spare AI computing power to outside customers, and in one day that changed what every dollar of AI construction spending means to the market (Bloomberg, 2026). Chip stocks fell hard worldwide the next morning, then recovered within two days (Yahoo Finance, 2026). The physical build-out did not slow through any of this. The rules around it moved in every layer.

Deep dive — software & models: the off switch came back on, and now both sides may have one

What a 19-day shutdown leaves behind

On 30 June the U.S. government lifted the June export order against Anthropic’s two most capable AI models, and Fable 5 returned to users worldwide on 1 July (Al Jazeera, 2026). The interesting part is not the restoration. It is the price of the restoration. Anthropic agreed to standing conditions: it will proactively detect and address security risks in its models, work with the government on standards for future models, and report malicious activity (CNBC, 2026). That is a permanent supervisory relationship between a government and a frontier AI company, created by settlement rather than by law. The effect is immediate and it applies to every future model, not just these two.

Who is exposed? Every buyer outside the United States now knows a U.S.-hosted model can vanish for 19 days with no warning. That memory outlasts the fix, and it feeds the government-run “sovereign AI” programs that were already accelerating after June. The clearest beneficiaries are those programs, and the open-license models that companies treated as insurance during the shutdown.

Here is the second-order effect: the insurance itself is now at risk. On 7 July Reuters reported that China’s commerce ministry met Alibaba, ByteDance and the startup Z.ai to discuss restricting overseas access to China’s most advanced models, including open-license ones and models not yet released (Reuters via Yahoo Finance, 2026). Nothing is decided. But if both governments treat frontier models as controlled goods, the escape routes narrow from both ends. Base case: China limits only its top-end models and keeps mid-tier open models flowing. The stricter scenario, a broad restriction that covers open-license releases, is less likely but would push every country’s sovereign-AI spending up another step. A formal Chinese rule, or a quietly cancelled open-model release, would confirm the stricter reading. A major new open-license release from a top Chinese lab would break it.

Deep dive — energy: in a grid emergency, data centers are now switched off first

Faster to connect, first to be disconnected

During the 2–3 July heat emergency, the U.S. Department of Energy for the first time authorized the country’s largest grid operator, which serves about 67 million people across the eastern states, to order data centers of 50 megawatts or more onto their own backup generators (E&E News, 2026). The authority was never used. Paying large users to cut back held the peak at 162 gigawatts, the second-highest ever recorded and just below the 2006 record (Utility Dive, 2026). But the precedent now exists, and it works fast: in the next emergency, big AI campuses are formally the first users the grid can disconnect.

Follow what that does to the economics. A campus that can be ordered off the grid needs its own power plant on site to keep its contracts. So the rule quietly converts backup generation from an option into a requirement, and pushes new demand into the same generator and gas-turbine supply chain that is already backlogged toward the end of the decade. Data-center operators carry the new risk. Generator and turbine suppliers, and utilities that avoided rolling outages, gain. Households gained twice: the lights stayed on, and the emergency strengthened the argument, already adopted by 23 states, that data centers should pay their own grid costs.

The price signal underneath was blunt: wholesale electricity in the data-center corridor of the mid-Atlantic traded above $2,500 per megawatt-hour during the peak, against roughly $40 in normal conditions (Yahoo Finance, 2026). Base case: curtailment authority becomes standard summer practice and is rarely used. The scenario to watch, a real forced curtailment this summer, has meaningful odds in a hot year and would visibly split the market into grid-dependent and self-powered campuses. A repeat emergency order in the next heat wave confirms the reading; a quiet summer breaks it.

Deep dive — capital: Meta’s rental plan changes what AI spending means

When spending stops meaning demand

Bloomberg reported on 1 July that Meta is building a cloud business, internally called Meta Compute, to sell its spare AI computing power to outside customers (Bloomberg, 2026). For two years, investors have read the giant AI construction budgets as proof of demand: a company only builds what it needs. If the builders start renting out what they built, the same spending can also mean surplus. That re-reading repriced the whole stack in a day. Meta’s own shares rose about 10%, because renting out spare capacity is new revenue. The specialist compute-rental firms fell hard, CoreWeave by 10.8% and Nebius by 12.4%, because their biggest tenants may become their competitors (CNBC, 2026). The next morning the selling went global: South Korea’s main stock index fell almost 8% before closing lower, and its two memory-chip giants lost about $290 billion of combined value in the session (CNBC, 2026). Two days later most of it came back (Yahoo Finance, 2026).

The second-order effect sits in the debt market, not the stock market. The borrowing that funds the build-out is priced on the assumption that computing capacity stays scarce. On 7 July, in the middle of this argument, Amazon launched a bond sale of at least $25 billion to fund a construction budget of roughly $200 billion this year, and had to offer extra yield to fill the order book (CNBC, 2026; Fortune, 2026). High-yield bonds backing AI projects have already reached $31.9 billion this year through 8 July (Yahoo Finance, 2026). If a rental market makes compute cheaper, the weakest borrowers in that stack feel it first.

Base case: Meta launches the service narrowly, sells raw computing power to selected customers, and the market settles, as it did after June’s sell-off. The bigger scenario, several giants reselling capacity and a true open market for compute forming, looks unlikely this year but would push compute prices down and financing costs up together. Meta confirming the plan at its late-July earnings, or a second giant announcing resale, confirms the reading. Meta shelving the plan breaks it.

US Economy Signal: : A Weak Jobs Report, a Reawakened Oil Shock

The national read

Fifty-seven thousand. That is how many jobs the United States added in June, well under the 115,000 economists expected, and weaker than either of the two months before it once revisions are counted (Bureau of Labor Statistics, July 3, 2026). The unemployment rate still fell to 4.2%, but only because the share of adults working or looking for work dropped to 61.5%, the lowest reading outside the pandemic in fifty years, not because hiring picked up.

Then, the night before this edition closed, Iran’s Revolutionary Guard fired on two tankers in the Strait of Hormuz, and oil jumped as much as 5.6% after hours, undoing weeks of declines that had just started to ease household worry about gasoline prices (Reuters, reported via The Washington Post and Bloomberg, July 7, 2026).

Add a stock market sitting near record highs, built almost entirely on AI-linked names, and this period’s throughline comes into focus. Three separate channels, a softening job market, a reawakened energy shock, and a rally some strategists now call overextended, are all converging on the same household budget within days of each other, right before the Federal Reserve’s July 28 to 29 meeting. None of the three would force Chair Kevin Warsh’s hand alone. Together, they hand him a genuinely two-sided decision.

Deep dive: Labor. The unemployment rate fell to 4.2%, for the wrong reason

A participation story, not a hiring story

June payrolls rose by just 57,000, and the unemployment rate still dropped to 4.2%, but only because more than 200,000 people left the labor force, pulling participation down to 61.5%, the lowest reading outside the pandemic in fifty years (Bureau of Labor Statistics, July 3, 2026).

A falling unemployment rate usually tells the Federal Reserve that hiring is tight and wage pressure is building. This time the drop is a participation story: job openings and quits both sat still in May at 7.6 million and 3.1 million (Bureau of Labor Statistics, JOLTS, May 2026), and wage growth slowed to 3.4% over the year, the softest pace since August 2021. That reading feeds directly into the Federal Reserve’s July 28 to 29 meeting, the model’s labor-to-Federal-Reserve channel, one this map treats as carrying nearly its full force rather than fading with distance.

Immigration enforcement is one of the forces pulling people out of the workforce, since immigrant workers participate at higher rates than the native-born population (Federal Reserve Bank of Kansas City research; Indeed Hiring Lab, 2026). Leisure and hospitality alone shed 61,000 jobs in June, and workers who keep their jobs but whose pay no longer outruns inflation are the ones absorbing the squeeze.

The less obvious point: a shrinking labor force can make a soft economy look tight on paper, exactly the wrong signal for a new Federal Reserve chair calibrating his first independent rate path. Chair Warsh could read 4.2% as full employment when hiring, quits, and wage growth are all stalling underneath it, right as a fresh energy shock pulls the same meeting in the opposite direction.

Base case: participation keeps drifting down through the third quarter as enforcement continues and hiring stays tepid. A real possibility, call it one in three: participation rebounds as workers re-enter for seasonal hiring, which would push the unemployment rate up on paper even as the labor market genuinely improves, a result the Federal Reserve would have to explain as good news. Watch the July jobs report (Bureau of Labor Statistics, August 1) for whether participation stabilizes; a jump in layoffs above the current 1.1% rate would instead confirm real deterioration rather than a supply-side effect.

Deep dive: Energy. Iran hits two more tankers, and the reopening trade reverses in real time

The fastest channel in the model just fired again

On the night of July 6 into July 7, Iran’s Revolutionary Guard fired on two tankers transiting the Strait of Hormuz, a Qatari liquefied natural gas carrier that caught fire and a Saudi-flagged crude tanker, sending Brent crude up as much as 5.6% after hours to roughly $76 a barrel, just as oil had fallen back under $70 on the strength of a reopened strait (Reuters, reported via Bloomberg and The Washington Post, July 7, 2026); U.S. Energy Information Administration, Short-Term Energy Outlook, July 2026.

This runs the model’s fastest, least-softened paths at once: energy into household budgets and sentiment, and energy into headline inflation, both within weeks rather than quarters. The Energy Information Administration had just cut its third-quarter Brent forecast by $27 a barrel, to $74, on the assumption that reopened shipping lanes would keep supply flowing, an assumption this week’s attacks directly test.

Drivers and utility ratepayers feel it first; the University of Michigan’s consumer-sentiment index had just posted its first real improvement in four months, to 49.5, largely because gasoline had gotten cheaper (University of Michigan Surveys of Consumers, June 2026), a gain now at risk of reversing before most households even notice it happened. Energy producers and shippers gain from higher prices and war-risk premiums; businesses running on thin fuel margins, trucking and airlines among them, sit on the losing side.

The less obvious point: the same week oil spiked, the nation’s utilities were separately absorbing a wave of AI-driven capital spending to keep pace with data-center power demand, which the Energy Information Administration already expects to push residential electricity prices higher this year on top of a roughly 40% rise since 2021. Oil and electricity prices do not usually move together this cleanly, but this cycle both are headed the same direction for unrelated reasons, doubling up on the household energy-cost channel into inflation and sentiment at once.

Base case: this week’s attacks repeat the intermittent pattern seen since the war began in February, not a full re-closure, and prices settle back toward the mid-$70s once shippers and insurers reassess the risk. A less likely path, perhaps one in four: a sustained closure again cuts flows meaningfully, which could push Brent well above $100 and add a full percentage point or more to headline inflation, as the June edition of this Signal traced. Watch tanker traffic and war-risk insurance pricing over the next two weeks; a ceasefire mechanism holding through August would be the strongest sign this was a one-off.

The S&P 500 sits within about 1% of its all-time high, semiconductor stocks are up more than 80% for the first half of the year, Micron is up 242% year to date, and South Korea’s SK Hynix is preparing a $28 billion Nasdaq listing, even as one closely watched market outlook warns that speculation is hitting extreme levels (Fortune, July 5, 2026).

Market value is now concentrated in a small group of AI-linked names, so a swing in them moves the whole index, and the index moves household net worth through retirement accounts within the same quarter. This wealth channel is one the transmission map treats as carrying its full force while that concentration stays high. It also loops back into energy: the same AI buildout lifting these stocks is the reason utilities filed a sharply larger capital-spending plan this cycle to meet data-center power demand (see the energy deep dive above), so the market’s AI enthusiasm and the household electricity bill are now, in effect, the same trade.

Retirement savers and anyone holding equities benefit on paper as long as the rally holds. The risk concentrates in households and pension funds most exposed to a handful of AI-linked names, and in the utilities and chipmakers whose spending plans now assume the AI cycle keeps its current pace. Workers facing AI-driven displacement pressure do not receive the wealth-effect benefit at all; the gains and the risk are not landing on the same households.

The less obvious point: a market pullback would hit consumer spending through the wealth effect at the exact moment energy prices are spiking again and the labor market is cooling, three separate channels converging on the same household budget from different directions within the same period, a heavier combined hit than any one channel alone would suggest.

Base case: the rally keeps grinding higher through the summer on continued capital-spending guidance from the largest technology companies, with periodic swings. A real risk, perhaps one in four or five, in line with the extreme-speculation framing above: a valuation-driven correction, possibly triggered by a weak earnings print or a capital-spending guidance cut, tests the wealth-effect channel into consumer spending just as energy and labor headwinds build. Watch capital-spending guidance holding through earnings season in late July; a major guidance cut from any of the largest cloud and AI infrastructure companies would be the clearest break signal.

Start at the Strait of Hormuz. Iran’s attack on two tankers this week reverses a six-week decline that had pushed Brent crude under $70 a barrel on hopes the strait would stay open; Brent jumped as high as $76 after hours. From there, two of the model’s fastest, least-softened paths fire at once: energy into household budgets and sentiment, and energy into headline inflation. On its own, that would argue for a hawkish Federal Reserve. But it lands on top of a labor market that just posted its weakest jobs report in years and its lowest participation rate outside the pandemic in fifty years, a channel arguing the opposite direction through the Federal Reserve’s dual mandate. Two paths the model does not soften, pointing at the same meeting, in opposite directions. Chair Warsh’s July 28 to 29 decision inherits both.

The chain read

Today is the deadline, and the computer system built to enforce it is down.

The Democratic Republic of Congo’s mineral regulator, ARECOMS, told cobalt miners that any first-half 2026 export quota not shipped and formally declared through customs by 5 July would be forfeited, no exceptions. Since 1 July, producers say the customs platform has been unable to process that paperwork at all — not because demand collapsed, but because the regulator never sent the system the authorization it needed to keep working. As much as 20,000 tonnes of cobalt, worth an estimated $1.1 billion, is stuck behind that gap, and CMOC — the world’s largest cobalt producer — has asked for a one-month extension it had not received as this went to press (Reuters via Kitco, 2026; Mining Weekly, 2026).

That is exactly the kind of failure this newsletter exists to catch: a government tightening its own grip on a resource ends up choking its own export system instead. The pattern from last edition also holds, just relocated. The push to build mineral processing outside China showed up somewhere new this cycle — not a foreign refinery deal, but four U.S. Army bases, where four companies just signed leases to build the country’s next graphite, boron, dysprosium-terbium and lithium processing plants. And a metal almost nobody outside the defense industry usually tracks, tungsten, quietly became one of the period’s biggest movers, up more than 550% since China narrowed the list of companies allowed to export it. Three different chokepoints, one shared lesson: the tight spot is never really the mine. It is the paperwork, license or permit standing between the ore and the buyer, and it keeps moving.

Deep dive — Congo’s cobalt clock: when the regulator becomes the risk

A ship-or-forfeit deadline meets a customs system that cannot process the paperwork

Congo’s mineral regulator set 5 July as the day any unused first-half 2026 cobalt export quota gets forfeited, and since 1 July, producers say the customs platform needed to file that paperwork has simply not worked (Mining Weekly, 2026).

The mechanism here is almost immediate: cobalt cannot leave the country without a customs declaration, so a software failure at the border behaves exactly like an export ban, even though no one intended to block anything. Congo supplies roughly 70% of the world’s mined cobalt, so a stoppage lasting even days shows up in battery-maker inventories within weeks, not months (Reuters via Kitco, 2026).

CMOC, the world’s largest cobalt producer, is the most exposed name: it and Glencore, together with a handful of others, hold more than 60% of the national quota, and CMOC has asked for a one-month extension it had not received as of this writing. The clearest losers if the deadline stands are Congo’s own miners and, further downstream, battery-cell makers who now pay into an already tight metal market; the relative winner is any producer sitting on unsold above-ground stock who can sell into the scramble (Mining.com, 2026).

The quieter effect is on next year’s quota. Forfeited volumes are not carried forward; they are simply deducted from a company’s allocation baseline, permanently shrinking its future export rights. A bureaucratic glitch in July becomes a multi-year loss of market access, not a one-time shipping delay — and it hands Congo’s regulator a tool that penalizes companies for a problem the regulator itself caused.

The base case is a short administrative fix, most likely the one-month extension CMOC has requested, since a permanent forfeiture would also cost Congo real export revenue. A harder scenario, maybe one chance in four, has the state using the confusion to claw volume into its own “strategic” allocation, tightening global supply further and pushing prices higher still. Watch for an ARECOMS notice in the days after 5 July: a granted extension confirms the base case, while forfeiture notices with no extension would confirm the harder read.

Deep dive — tungsten’s quiet 550% squeeze: the license, not the mine

A metal defense buyers rarely discuss just became one of the cycle’s biggest movers

China’s decision to let only 15 companies export tungsten in 2026 and 2027 has pushed prices for the processed tungsten chemical that feeds cutting tools, ammunition and jet engines up more than 550% since the controls began, while the U.S. Defense Logistics Agency separately signed a $245 million contract for antimony, a metal used in ammunition primers and flame retardants (Mining.com, 2026; AccessNewswire, 2026).

The mechanism is a licensing chokepoint, not a mining shortage — China still holds most of the world’s tungsten and antimony processing capacity, so shrinking the approved-exporter list tightens the tap immediately, even though the ore in the ground has not moved. Because these are processed metals bought under long-lead-time defense and industrial contracts, the price shows up in buyers’ costs within weeks, while a new Western mine or refinery able to replace that volume is still years away (Asian Metal, 2026).

Defense contractors, ammunition makers and toolmakers that rely on tungsten carbide absorb the cost most directly and fastest. Junior producers positioned outside China’s export list — smaller Western tungsten miners and U.S. Antimony Corporation, the Defense Logistics Agency’s new antimony supplier — are the clearest near-term winners.

The second-order effect matters more than the price itself. Tungsten and antimony draw far less public attention than rare earths, yet China has now shown the same exporter-list tool works on almost any metal it dominates. A reader tracking only rare earths and gallium is missing a live demonstration that the same lever now reaches the metals inside ammunition and machine tools — the industrial base behind the defense build-out, not just its showcase magnets (CNBC, 2026).

The base case is that prices stay elevated through 2026 as Western stockpiling, including the new Defense Logistics Agency contract, adds demand on top of a shorter export list. A milder scenario, roughly one chance in three, has China widening its 15-company list once it judges the message received, easing prices back down. Watch whether China adds more names to its designated-exporter roster before year-end, and whether the Defense Logistics Agency signs further single-metal contracts beyond antimony and tungsten.

Deep dive — the build-out moves onto federal land

Army depots become the newest processing sites in the counter-China supply chain

The U.S. Army has signed conditional long-term leases with four companies — a Titan Mining subsidiary, Ioneer, REalloys and EnergyX — to build graphite, boron, dysprosium-terbium and lithium processing plants on underused land at four Army depots, while the U.S. Department of Energy separately awarded $75 million to five projects recovering rare earths, gallium and germanium from coal byproducts (Army.mil, 2026; U.S. Department of Energy, 2026).

The channel here is permitting speed, the biggest brake in this whole system. Building a processing plant on land the government already owns, under a lease rather than a fresh industrial permit, can cut years off the timeline that has stalled the Saudi Arabia and Australia refinery deals covered in earlier editions. Construction is still slated to begin in 2027, with initial output only by 2028 — the lag is real, just shorter than the overseas alternative (North American Mining, 2026).

The four companies and their government partners gain the most direct benefit: guaranteed land access and a defense-linked customer relationship without a years-long fight for a new environmental permit. Communities near the four host depots gain new industrial activity; existing Chinese processors of graphite, boron and heavy rare earths face a longer-run competitor they cannot easily out-price on cost, because these plants are being justified on security grounds rather than economics.

The second-order effect is structural: this is the first clear sign the U.S. government-led build-out has stopped trying to replicate China’s low-cost model overseas and started building smaller, security-justified plants at home instead, on land it already controls. That is a cheaper, faster path to some domestic capacity, but a narrower one — these are single-purpose, defense-adjacent facilities, not the scale of a national refining industry.

The base case is that at least one of the four projects breaks ground on schedule in 2027, since land access removes the main permitting risk. The harder case has financing or technology delays pushing output past 2028, which would matter because that is the same year several of China’s export-control suspensions could lapse. Watch for the first construction start among the four sites, and for the second tranche of Department of Energy coal-recovery awards the agency has already signaled is coming.

Chain of the cycle

How a regulator’s own paperwork failure becomes a supply shock, and why the fix works against the country that caused it: the cross-domain effect the model is built to trace.

Each step is sourced above. The signal: a government trying to tighten its grip on a resource can damage its own leverage faster than any foreign buyer could, and the companies most exposed to the damage are the ones least able to walk away.

The continental read

Two deadlines landed on June 30, and together they say where the continent is heading. Ethiopia and its bondholders agreed in principle to restructure a $1 billion bond, the last of Africa’s three big debt workouts to reach a deal (Ethiopia Ministry of Finance, 2026). The same day, the Democratic Republic of the Congo carried out its threat and confiscated every cobalt export allocation that had not shipped by the deadline (Reuters via Kitco, 2026).

The first deadline says money is returning. Egypt reached a $1.6 billion staff-level agreement with the International Monetary Fund on June 29 (IMF, 2026). Zambia completed the buyback of its 2053 bond after sweetening its offer to creditors (CNBC Africa, 2026). One market report puts the extra interest African governments pay over U.S. debt at its lowest since 2019 (Businessday, 2026).

The second deadline says the sellers now set terms. And beneath both, the human floor is dropping. An armed coalition is blocking fuel from reaching Mali’s capital (Critical Threats, 2026). The Rapid Support Forces have surrounded the Sudanese city of El Obeid, and the United Nations Security Council warns of an imminent risk of mass atrocities (UN News, 2026). Congo’s Ebola deaths roughly doubled in two weeks (World Health Organization, 2026).

These are not separate stories. The countries where the money is arriving and the countries where the floor is failing are, in several cases, the same ones.

Deep dive: sovereign debt

Ethiopia’s bond deal reopens the market, on new terms

On June 30 Ethiopia reached an agreement in principle with holders of its $1 billion bond: a 12% cut to the amount owed, a new $880 million bond due 2029, and a tradable certificate that pays holders more if Ethiopia’s economy performs better than projected (Ethiopia Ministry of Finance, 2026; Ecofin Agency, 2026). What matters is what this closes: Ethiopia was the last of the three big African debt restructurings started under the G20 Common Framework, after Ghana and Zambia. The effect travels through investor confidence, and the lag is short. Bond prices move within weeks; new borrowing follows within months.

The direct winners are the governments waiting to borrow. Côte d’Ivoire and Angola are weighing new bonds of about $1.5 billion and up to $1.7 billion, into a market where Africa’s borrowing premium is near its lowest since 2019, though the exact date of that reading is not confirmed (Businessday, 2026). Egypt gains twice: the IMF staff agreement on June 29 unlocks about $1.6 billion, its next-to-last payment under the program (IMF, 2026), and its currency strengthened past 50 to the dollar during the period, by one market summary (IndexBox, 2026). The exposed party is whoever restructures next: bondholders publicly criticized how the IMF handled the Ethiopia case (Bloomberg, 2026), and that friction raises the cost of the next workout.

The second-order effect is in how the new money arrives. One report says the African Development Bank lent Zambia $600 million so it could retire its own expensive bond, a development balance sheet used for debt management rather than projects (FundsForNGOs, 2026). Nigeria drew $1.5 billion from a $5 billion collateralized loan arranged with a United Arab Emirates bank, a structure the IMF has flagged for transparency risk (Bloomberg, 2026; Nairametrics, 2026). Base case: the Ethiopia deal completes this year and more governments borrow. The alternative, at perhaps one chance in three, is that the U.S. tariff decision due July 24 (Carnegie Endowment, 2026) or renewed Middle East conflict pushes global risk premiums back up and shuts new borrowers out again. What would confirm the base case: Ethiopia launches its formal bondholder vote and Egypt’s IMF board approval lands. What would break it: holdout bondholders reject the terms.

Deep dive: security

Two encircled cities, one lesson about outside protection

As of July 1 neither Mali’s capital nor the Sudanese city of El Obeid has faced a direct assault, but both are surrounded: the armed coalition Jama’at Nusrat al-Islam wal-Muslimin (JNIM) is blocking fuel from reaching Bamako, and the paramilitary Rapid Support Forces have completed a ring around El Obeid (Critical Threats, 2026; Al Jazeera, 2026). In Mali the mechanism is economic. The country imports about 95% of its fuel by road, and conflict-event tracking counts more than 300 tanker trucks burned on the routes from Senegal and Côte d’Ivoire (ACLED, 2026). Fuel shortages become power cuts, then closed schools and businesses, then doubt about the government itself. That chain takes weeks to months, not days.

In Sudan the mechanism is air power first. June brought 27 drone-strike events around El Obeid, the highest monthly total of the war, hitting the power station and fuel depots of a city of about 600,000 people (UN News, 2026). The Security Council warned on June 20 of an imminent risk of mass atrocities (UN News, 2026), Human Rights Watch repeated the warning on June 26 (Human Rights Watch, 2026), and on June 27 the Rapid Support Forces attacked an aid convoy headed for the city (Sudan Tribune, 2026). The most exposed are the residents of both cities. Next come Senegal and Côte d’Ivoire, whose border trade the Mali blockade is choking off, and Russia, whose Africa Corps mercenaries left northern Mali and now mainly protect the capital (Critical Threats, 2026).

The second-order point connects to the money story above. The peace agreement the United States brokered between the DR Congo and Rwanda passed its first anniversary on June 27 with troops still in place and fighting continuing, and the U.S. answered by sanctioning mineral-smuggling networks on June 25 (Critical Threats, 2026). Across all three wars the pattern is the same: outside powers can finance, sanction, and warn, but none of them can stop a siege. Investors buying into African minerals are paying for protection that does not currently exist. Base case: both sieges continue through July without a final assault, because JNIM’s method is to exhaust the city, not to attack it. Scenario one, which the UN warnings treat as near-term and likely: the Rapid Support Forces assault El Obeid, repeating the fall of El Fasher in October 2025. Scenario two, less likely this year, perhaps one chance in five: Mali’s government gives way under the blockade. What would confirm the worse readings: ground movement at El Obeid, or the UN Security Council’s July session on the Sahel producing no relief plan. What would break them: a negotiated fuel corridor into Mali’s capital, or a Rapid Support Forces pullback.

Deep dive: health

The outbreak doubled while the funding fell

Congo’s Ebola outbreak roughly doubled in two weeks: the World Health Organization counted 896 cases and 232 deaths on June 17, and national health authorities reported about 1,333 cases and 399 deaths by June 29, figures that would make this the third-largest Ebola outbreak on record (World Health Organization, 2026; UN News, 2026). The mechanism that turns a bad outbreak into a very bad one is simple. There is no licensed vaccine for this strain, called Bundibugyo, and the WHO has restricted the candidate vaccines to clinical trials (World Health Organization, 2026). Containment therefore depends on finding and isolating contacts, which takes staff, and staff is what last year’s aid cuts removed. A missed contact becomes a new cluster in two to three weeks.

The exposure is wider than Ituri province, where 23 of 36 health zones are affected. Cases have reached North Kivu and South Kivu, where the M23 war limits access for health teams (UN News, 2026). The same country is fighting its worst cholera outbreak in 25 years, about 64,000 cases and 1,900 deaths this year (UNICEF, 2026). And the funding is still being withdrawn. South Africa’s Treatment Action Campaign reported on June 25 that the United States will end its HIV program funding there (Treatment Action Campaign, 2026); researchers project 60,000 to 74,000 additional HIV deaths in the region by 2030 (CIDRAP, 2026); and a second round of U.S. aid terminations names Burkina Faso, Cameroon, Malawi, Mali, Niger, Somalia, and Zimbabwe (Alliance Magazine, 2026).

The second-order effect crosses into the minerals story. Ituri and the Kivus sit in the same eastern region the United States is buying copper and cobalt from and policing smugglers in. An epidemic that closes roads and border posts there would reach the mineral supply chains far faster than investors assume. Base case: the outbreak keeps growing in eastern Congo but stays regional. The worse scenario, at perhaps one chance in four: spread into a major city such as Bunia or Goma, or across the border into Uganda. Uganda has reported no new cases since June 5, which supports the base case for now (UN News, 2026). What would confirm the worse reading: WHO situation reports adding new health zones. What would break it: the case count leveling off as trial vaccines are deployed.

Chain of the month

How one export rule made in the DR Congo is deciding how full two railways run. This is the kind of cross-domain link the model is built to trace.

On June 29 Congo’s mining regulator withdrew every unshipped first-half cobalt allocation and moved the volume to the state reserve (Reuters via Kitco, 2026). The quota system caps exports at 96,600 tonnes a year (Benchmark Source, 2026), and it is working: cobalt traded between about $56,000 and $57,300 a tonne at the end of June, up roughly 160% since Congo’s first export block in February 2025 (Trading Economics, 2026; Reuters via Kitco, 2026). Because cobalt is capped and copper is not, one industry report says producers are moving capital into copper (OilPrice, 2026). Copper leaves by rail, and the two routes are being rebuilt with rival money: the U.S.-backed Lobito line, financed with a $553 million loan (U.S. International Development Finance Corporation, 2025; African Business, 2026), and the Chinese-financed $1.4 billion TAZARA rebuild scheduled to start work this year (TanzaniaInvest, 2026). One export rule in Congo is quietly allocating tomorrow’s cargo between an American-backed railway and a Chinese one.

The read across the powers

Two weeks ago the story was three confrontations cooling at once. This period, both of the big truces started to come undone — on the same logic that paused them.

The Iran ceasefire began to fray. The deal signed in mid-June was meant to hold for sixty days while the two sides negotiated; instead, by the end of the month the United States was striking Iranian targets again after Tehran attacked a commercial ship in the Strait of Hormuz, and Iran was hitting back toward the Gulf states (Fox News, 2026; CNN, 2026). The guns that went quiet on paper did not stay quiet.

The U.S.–China truce cracked too. On 22 June, Beijing put ten American firms — including the two companies Washington is counting on to build a rare-earth supply chain outside China, MP Materials and USA Rare Earth — on its export-control blacklist, retaliating for new U.S. moves against Chinese technology firms (Al Jazeera, 2026; South China Morning Post, 2026).

The pattern under both: leverage that was paused, not surrendered, came back early. China reached for its mineral lever months before the November deadline it had set. Washington kept tightening on technology and on Russian oil. The takeaway for a decision-maker is that this round of calm was a pause in pressure, not a settlement — and the pause is ending faster than the calendars implied.

The heat map

Deep dive — the Iran ceasefire frays, and the strait is contested again

The truce that was supposed to hold sixty days starts coming apart in ten

The single most important reversal of the period was the unraveling of the Iran ceasefire. The memorandum the American and Iranian presidents signed in mid-June was meant to freeze the fighting for sixty days while the two sides negotiated a permanent end to the war and a reopening of the Strait of Hormuz — the narrow channel at the mouth of the Gulf through which roughly a fifth of the world’s oil moves (NPR, 2026). Within ten days the freeze was breaking. On 20 June Iran declared the strait closed again, accusing Israel of violating the deal; the U.S. military denied any violation (Wikipedia, 2026).

Then it turned kinetic. After Iranian forces attacked a commercial vessel in the strait, the United States launched fresh strikes on Iranian targets, and President Trump warned that Iran “will no longer exist” if the attacks continued; Tehran threatened to walk away from the talks altogether (Fox News, 2026; CBS News, 2026). By 28 June the ceasefire was openly strained, with Iran reported to be striking toward Bahrain and Kuwait — pulling the Gulf states directly into the line of fire (CNN, 2026). The day before, the U.S. Navy had widened a shipping route through Hormuz near Oman, a move that asserted control over the waterway rather than ceding it to Tehran (Wikipedia, 2026).

Read through the model, this is the watch item from our last edition coming true: we flagged that the ceasefire was only days old and that whether it would harden was the first thing to watch. It did not harden. For a decision-maker, the signal is that the United States has chosen to keep the waterway open by force rather than by agreement — a posture that lowers the near-term oil risk but keeps the door to renewed war ajar. Watch whether the Gulf states, now being hit, press Washington for firmer protection or quietly hedge toward calming Tehran.

Deep dive — the rare-earth clash returns, before its own deadline

Beijing blacklists America’s two rare-earth champions; the truce holds only on paper

The second thread is the U.S.–China truce showing its first real cracks. On 22 June, China’s Ministry of Commerce added ten American firms to its export-control blacklist — and the names were pointed. Two of them, MP Materials and USA Rare Earth, are precisely the companies Washington is backing to build a supply of rare-earth metals and magnets outside China — the mines, refineries, and magnet plants that would loosen Beijing’s grip on the materials that go into electric motors, missiles, and wind turbines (Al Jazeera, 2026). Analysts read the move as retaliation for two recent U.S. steps: the Pentagon adding roughly eighty Chinese companies to its list of firms it deems tied to China’s military in early June, and Washington quietly closing loopholes in its chip-export rules (South China Morning Post, 2026).

What makes this notable is the timing. Beijing had paused its broadest rare-earth controls until 10 November as part of the spring truce. Instead of waiting for that deadline, China reached for a narrower, sharper tool now: a targeted blacklist aimed at the two firms that most threaten its long-term leverage. One group that monitors sanctions called the truce 'fragile.'; another framed this as a sign that Beijing and Washington are both trying to pull away from each other, truce or no truce (Bruegel, 2026).

This is the dynamic we keep flagging through our Powers system model: China's mineral leverage has a shelf life. The moment the United States and its partners succeed in refining these materials elsewhere, the lever loses its bite — so Beijing has every reason to use it now, while it still works, and to aim it squarely at the companies building the alternative. Deep dive — the vise on the swing states tightens

The West moves to squeeze Russia’s oil buyers while Russia itself weakens

The third thread runs through the middle powers, and above all India. At their summit on 17 June, the leaders of the Group of Seven major economies agreed it was “the right moment” to step up pressure on Russia’s war economy, including renewed measures against its energy exports (Atlantic Council, 2026). The toughest threat is a draft European sanctions package that, for the first time, would reach beyond Russia to penalize firms in third countries that help move its oil and money, with Indian and Chinese companies named among the targets (Steptoe, 2026; CSEP, 2026). India is one of the two largest buyers of Russian crude oil, so a credible threat to its banks and traders lands directly on New Delhi.

That squeeze arrives just as Russia looks weaker than it has in months: Ukraine has pushed the war deep into Russian territory, striking an oil refinery in Moscow on 18 June, repeatedly forcing the closure of an airport in the Urals more than 1,800 kilometers from the front, and President Putin has begun hinting at peace talks as the economy strains and city dwellers feel the war at home (Al Jazeera, 2026). A weaker Russia changes the math for every power keeping its options open with Russia.

India’s answer is to keep both doors open. New Delhi is preparing to host a summit of the BRICS (Brazil - Russia - India - China - South Africa) group of emerging economies in September, with Putin confirmed and Xi Jinping expected — which would be his first visit to India since 2019 (The Week, 2026). The model’s read: the swing states are being pressed harder than at any point this year, but the pressure is also pushing them to bank their alternatives — India deepening its ties to Russia and China even as it negotiates relief from Washington. Whether that vise closes or India slips it is the middle-power question for the second half of the year.

Move of the period

How a pair of American moves against Chinese technology firms pulled a sharp, early counter from Beijing — aimed at the very companies trying to break its grip.

The chain shows why China struck back with minerals instead of chips. It cannot fight the United States on technology head-to-head — China is still the one being cut off from the most advanced chips. So it hits back where it is strongest: the raw materials it refines for the rest of the world (South China Morning Post, 2026). By aiming at the two firms Washington is funding to build an alternative supply of critical minerals, Beijing buys short-term leverage, but at the cost of stiffening the very resolve to replace it. That is the loop to keep in mind: every time China uses its mineral leverage, it pushes the rest of the world to build its own supply faster — so the more China leans on this weapon, the sooner it stops working. The build-out read

Last edition the build-out hit the money wall. This edition the two forces driving it — Washington’s policy and Wall Street’s money — pulled in opposite directions, hard.

On 22 June, China blacklisted the two American companies the U.S. government has spent hundreds of millions of dollars building up to break its dependence on Chinese rare earths — the mining firm MP Materials and the magnet maker USA Rare Earth — in retaliation for a Pentagon list of Chinese military-linked firms (Al Jazeera, 2026). The next morning the market’s nerve snapped: South Korea’s main stock index fell almost 10% and tripped a circuit breaker, with roughly $2.5 billion of foreign money fleeing in a single session and the chip-heavy indexes following it down worldwide (CNN, 2026).

And yet the machine underneath kept roaring. On 24 June the memory-chip maker Micron reported revenue up about 346% from a year earlier, said the specialized chips that feed the processors are sold out for the year, and guided next quarter even higher (TheStreet, 2026). The same week, federal energy regulators ordered the country’s grid operators to put data centers in a fast lane to the power grid (FERC, 2026). The story of this period is that gap: the real economy of chips and power is accelerating, while the politics around it — and the price of the stocks on top of it — got a lot more violent.

Deep dive — raw materials: China hits America’s rare-earth champions

Beijing aims at the exact firms built to replace it

Rare earths are a small family of metals that turn into the powerful permanent magnets inside motors, fans, hard drives, generators and the cooling gear in every data center. China refines the overwhelming majority of them, which is why any move Beijing makes here travels up through the whole hardware stack. On 22 June it made one: its commerce ministry added ten U.S. firms to an export-control list, among them MP Materials, the company that runs America’s only large rare-earth mine, and USA Rare Earth, a magnet maker (CNBC, 2026).

The pointed part is the targeting. These are the two firms Washington has poured public money into precisely to escape its dependence on China, and Beijing went after the exact companies meant to replace it (Bloomberg, 2026). In the near term the bite is mostly symbolic — both companies say they have already cut off Chinese equipment and supplies, so there is little left to cut. The signal is what matters.

And the signal points at a date. The harshest version of China’s rare-earth rules is only suspended, not lifted, and that pause runs out on 10 November 2026 (Mining.com, 2026). The decision-relevant read for anyone buying motors, drives, or cooling equipment: the lever that sits under the entire build-out is still loaded, and Beijing just reminded everyone it is willing to pull it. A circuit-breaker selloff lands the day before a blowout

For two years the worry was abstract: is AI a bubble? On 23 June it got concrete. South Korea’s market — home to the world’s biggest memory-chip makers — fell almost 10% in a day, one of its worst sessions on record, forcing a 20-minute trading halt as about $2.5 billion of foreign money rushed out (TechTimes, 2026). The selling spread: the U.S. tech index dropped about 2% and a basket of big chip stocks fell roughly 8% on the day (CNN, 2026).

Here is the catch that makes this more interesting than a simple crash. The trigger was not weak AI demand. It was the opposite kind of news — strong jobs data lifting interest rates, which mechanically lowers what investors will pay today for profits expected years from now. The day after the rout, Micron reported its biggest quarter ever, revenue up about 346% on the year, and raised its forecast (IG, 2026). The thing being sold and the thing being built were moving in opposite directions in the same 24 hours.

That gap is the signal. It does not tell you the build-out is failing; it tells you that the stocks riding on top of it have become a separate, faster-moving animal — one that now reacts to bond yields and crowd positioning as much as to chips and customers. Meanwhile the largest of the private AI firms, OpenAI, is still pushing toward a stock-market debut that could value it above a trillion dollars (Investing.com, 2026). For anyone with exposure, the takeaway is to separate the two clocks: the physical build-out runs on multi-year contracts, the share prices on top of it now turn in a single afternoon.

Deep dive — energy: Washington floors it and taps the brakes at once

Connect the data centers faster — and brace for shortages

Power is the build-out’s binding constraint: getting a new data center hooked up to the electricity grid can take years, and that queue, more than anything, decides where these campuses get built. On 18 June the federal energy regulator tried to shorten the wait, ordering all six regional grid operators to overhaul the rules for connecting big new electricity users — report within 30 days how much spare power capacity they have, and within 60 days justify or rewrite the rates large users pay (FERC, 2026). The press called it a government-mandated fast lane to the grid (TechCrunch, 2026).

Then, almost in the same breath, came the warning light. On 24 June the largest U.S. grid operator — which keeps the lights on for about 67 million people across the eastern states — added a new “capacity advisory,” a formal alert for when electricity supplies could run tight even without a heat wave, precisely because data-center demand is stretching the system (Bloomberg, 2026). One arm of the government is pressing the accelerator while another flashes a low-fuel light.

That contradiction is the constraint, stated plainly. The demand is real and growing — one industry research body now estimates data centers could consume 9% to 17% of all U.S. electricity by 2030, up from 4–5% today (Data Center Knowledge, 2026). Speeding up the paperwork to connect a campus does not conjure the electrons to run it. The thing to watch is who ends up paying when those two truths collide — and the new rules try to put that cost on the data centers, not on households.

The chain read

Beijing meant the blacklist as a punishment. The market read it as a compliment.

On 22 June, China added MP Materials and USA Rare Earth — the two companies at the heart of America’s effort to build a rare-earth supply chain outside China — to its export-control list. In the days after, the share prices barely flinched: MP was roughly flat and USA Rare Earth edged higher, and several analysts framed the move as Beijing effectively confirming which two firms it actually fears (Motley Fool, 2026; Seeking Alpha, 2026).

That reaction is the cycle’s real story. A control aimed at the two champions of the Western build-out landed in the same period that the build-out visibly sped up: a Pentagon supply deal with Australia’s Lynas, a U.S.-backed refinery taking shape in Saudi Arabia, new rare-earth corridors in India’s budget, and nearly $15 billion of U.S. export-finance financing for mineral projects (Tectonic Defense, 2026; Aviation Week, 2026). Underneath this, the metals split: cobalt climbed ahead of a 30 June export deadline in the Congo, while copper eased off its record before a looming U.S. tariff decision. For buyers and investors, the fight has moved from blocking supply to building a non-China alternative, meaning the refineries and magnet factories that would end China's grip, and that effort is now gathering speed on its own.

Deep dive — the blacklist backfires: a punishment read as a badge

China names its two biggest threats, and the market thanks it

When China put MP Materials and USA Rare Earth on its export-control list on 22 June, the obvious expectation was a sell-off: two young companies cut off from Chinese equipment and inputs in an industry China still dominates. Instead the shares held. MP traded roughly flat and USA Rare Earth rose, and both remain sharply up on the year: USA Rare Earth more than doubled, MP up about a fifth (Yahoo Finance, 2026).

The reason is that investors likely read the listing as information, not just injury. By singling out these two firms, Beijing effectively confirmed they are the credible threats to its near-monopoly, sort of a back-handed seal of approval (Motley Fool, 2026). It helps that both are heavily insulated from China already: MP carries a roughly $400 million Defense Department equity stake, and USA Rare Earth has about $1.6 billion of Commerce Department backing, and both say their plants no longer rely on Chinese parts or materials. (Mining.com, 2026).

The decision-relevant read is about leverage, and where it is fading. China’s power in rare earths has always been in the midstream: refining and magnet-making dominance. Blacklisting typically works on firms that depend on that midstream and, in this case, aimed at companies built exactly to escape it. The move feels more like a signal than a sanction. For a manufacturer needing a magnet supplier, this sounds like being on Beijing’s list is a sign that Western suppliers are now real.

The West stops talking about supply chains and starts buying them

At the same time the blacklist landed, the allied build-out moved from announcements to contracts. The Pentagon signed a four-year, $96 million deal with Lynas, the largest rare-earth producer outside China, to supply light and heavy rare-earth oxides, and crucially set a guaranteed floor price of $110 per kilogram for neodymium-praseodymium, the same floor it already gives MP Materials (Tectonic Defense, 2026). A price floor matters more than it sounds: it lets a Western producer invest without fear that China can flood the market and bankrupt it.

The map is widening, too:

A Pentagon-backed venture linking MP Materials with Saudi Arabia’s Maaden is set to build a rare-earth refinery in Saudi Arabia, structured to keep U.S. oversight;
India’s new national budget carved out dedicated rare-earth corridors across four states for mining, processing and magnet-making (Aviation Week, 2026; DataM Intelligence, 2026).

Money is following:

The U.S. Export-Import Bank issued about $14.8 billion of letters of interest for critical-mineral projects, including $455 million for domestic rare-earth processing and $400 million for lithium in Arkansas, and
First-quarter mining mergers hit roughly $21.6 billion, the busiest start to a year since 2023 (DataM Intelligence, 2026).

The catch is the clock. Refineries and magnet lines take years to build, while China still refines the overwhelming majority of these metals today and the export limits it put on hold can snap back in November. The alternative supply chain is now being financed, but anyone depending on it should assume a multi-year gap between the signing and the shipping.

Deep dive — the split price map: cobalt’s deadline, copper’s cooldown

Two metals, two opposite weeks

Cobalt is being driven almost entirely by one government: the Democratic Republic of the Congo (DRC), which mines most of the world’s supply. The DRC replaced its 2025 export ban with hard annual quotas of 96,600 tonnes (about 87,000 after a 10% national reserve) and set a sharp rule: unused first- and second-quarter allocations must ship by 30 June or be forfeited (Discovery Alert, 2026; Kitco, 2026). That squeeze has pushed cobalt hydroxide up roughly 350% from where it sat before the controls began (Benchmark Mineral Intelligence, 2026). The 30 June deadline is the next switch to watch.

Copper moved the other way. After surging past $13,800 a tonne for the first time, it eased down to about $13,300 on the London market and near $5.89 a pound in the U.S. by 23 June, partly as traders waited on a U.S. decision about whether to widen tariffs on imported copper (Goldman Sachs, 2026; Trading Economics, 2026). The longer-term story is unchanged: the energy and data-center build-out points to a structural shortage later this decade, but the near-term price is hostage to a policy calendar.

Lithium sits in between, grinding higher: battery-grade carbonate is near $26,000 a tonne, roughly double a year ago, and JPMorgan expects demand to rise about 16% in 2026, led by electric vehicles and grid storage (J.P. Morgan, 2026). The planning lesson repeats from last edition: there is no single “critical minerals” price. A Congolese quota, a U.S. tariff review and an electric-vehicle forecast are pulling three metals in different directions at once.

The national read

On 17 June, in his first meeting as chair of the Federal Reserve, Kevin Warsh held interest rates where they were — a target range of 3.50% to 3.75% — and let the projections do the talking. They talked hawkish.

The Fed’s own rate map, the “dot plot,” flipped from pointing at a cut to pointing at a hike before year-end, and seventeen of eighteen officials now see inflation risks tilted to the upside (Federal Reserve, 2026; CNBC, 2026). The reason sat in the inflation report six days earlier: consumer prices rose 0.5% in May and 4.2% over the past year, with energy alone accounting for more than sixty percent of the monthly jump (Bureau of Labor Statistics, 2026).

That energy spike has a single cause — a war. After military action in the Middle East on 28 February effectively closed the Strait of Hormuz, the world’s most important oil chokepoint, Brent crude leapt from $61 a barrel in January to $118 by the end of March, the sharpest inflation-adjusted jump in the data since 1988 (U.S. Energy Information Administration, 2026).

Here is the twist the model exists to catch: the shock is already reversing. On 15 June the United States and Iran announced a deal to end the war and reopen the strait, and oil has fallen back to around $74 (NPR, 2026; Fortune, 2026). So the Fed is turning hawkish just as the force that made it hawkish is fading. The rest of the economy looks oddly fine on the surface — jobs beat expectations, shoppers kept spending — even as the bottom third of households falls behind on its bills at the fastest rate in sixteen years. Deep dive — Energy: a war set the price, and a ceasefire is taking it back

The oil shock that drove the inflation number is already unwinding

For four months, one number explained most of America’s inflation problem, and it was set 7,000 miles away. The February closure of the Strait of Hormuz — the passage for roughly a fifth of the world’s oil — sent Brent from $61 in January to $118 by the end of the first quarter, the largest inflation-adjusted quarterly increase the Energy Information Administration has on record back to 1988 (U.S. Energy Information Administration, 2026). That fed straight into the consumer’s wallet: the energy index rose 3.9% in May and accounted for more than sixty percent of the entire monthly rise in consumer prices (Bureau of Labor Statistics, 2026).

Then the war started to end. On 15 June the United States and Iran announced an initial deal to halt the fighting and reopen the strait, with a signing set for Switzerland and a 60-day roadmap toward a permanent agreement (NPR, 2026). Crude has slid back to around $74 a barrel, near its lowest since early March (Fortune, 2026). U.S. officials say tanker traffic through Hormuz is climbing again, though the central shipping lane is still mined and only the side routes are fully open — so the relief is real but not yet complete (CBS News, 2026).

In the model, energy is the input-price spine: it touches almost everything, and the link from gasoline and utility bills to household budgets is the fastest, hardest-hitting channel in the whole US system. That cuts both ways. The same channel that pumped four months of inflation into the economy is now set to drain some of it back out — if the ceasefire holds. The catch is timing. Price relief at the pump shows up in the inflation data with a lag of weeks, which means the Fed made its hawkish turn on the old, high numbers, not the new, falling ones. Warsh holds the line and signals a possible hike — into a shock that may be fading

Kevin Warsh’s first meeting as Fed chair set a clear tone. The committee left its policy rate unchanged at 3.50%–3.75% by a unanimous 12–0 vote, but the projections turned sharply more aggressive: the median official now expects the rate to end 2026 at 3.8% — above today’s level — a flip from March, when the median still penciled in a cut (Federal Reserve, 2026; CNBC, 2026). Nine of eighteen policymakers see at least one hike this year; only one sees a cut. The Fed also lifted its year-end forecast for its preferred inflation gauge to 3.6%, up from 2.7% in March.

This is the Fed’s central chokepoint behavior, and the model treats it as a link that does not weaken: when the Fed moves, it reprices money for every other domain — banks, markets, housing, and business investment all feel it first and fastest. A hawkish hold keeps the 30-year mortgage parked in the mid-6% range (Freddie Mac, 2026), keeps the cost of capital high for factories and builders, and supports the dollar.

The harder question is whether the map is already out of date. The inflation it responds to was driven by an oil shock that is now reversing; if energy keeps falling, the 4.2% headline could ease on its own well before any hike is needed. Warsh, notably, declined to submit his own dot, reflecting a long-standing skepticism of forward guidance (Fox Business, 2026) — a hint that the new chair would rather keep his options open than commit to the very rate path his colleagues just published. The risk the model flags: tightening into a fading shock, and finding the brakes were tapped a cycle too late.

While oil made the headlines, a second, slower energy story ran underneath — and it points the other way. The artificial-intelligence build-out that has carried the stock market is now one of the fastest-growing sources of electricity demand in the country. The S&P 500 closed above 7,600 for the first time in early June, led by chipmakers, and just three companies — Nvidia, Micron, and Alphabet — account for more than forty percent of this year’s upward revision to S&P 500 earnings (TheStreet, 2026; CNBC, 2026). That concentration is a strength and a fragility at once: when the group stumbled, the Nasdaq fell 4% in a single session, its worst day in more than a year.

The power side is the part households will feel. Data centers already use roughly 180 terawatt-hours of US electricity a year, and credible forecasts have that reaching 400–600 terawatt-hours by 2030 (Belfer Center, 2026). The strain is showing up in prices: in the PJM grid that serves the mid-Atlantic, capacity prices for 2026–27 cleared above $329 per megawatt-day, more than ten times the level two years earlier, with data-center growth named as a major cause (NPR, 2026; Spotlight PA, 2026).

The AI boom lifts household wealth through the market — a cushion against the energy-cost hit on the consumer — while at the same time raising the electricity bills of the households near its data centers. The oil shock is reversing; this one is a ratchet. It does not turn back when a strait reopens.

The read across the powers

This was a period of de-escalation — three confrontations cooled at once, but on terms set by the strongest hand at each table.

The largest move was peace, not war. After nearly four months of fighting, the United States brokered a ceasefire in the Iran war: a memorandum of understanding announced on 14 June and signed by the U.S. and Iranian presidents was set to end the conflict and reopen the Strait of Hormuz, and commercial traffic through the strait surged back almost immediately (Al Jazeera, 2026; RFE/RL, 2026). American force shaped the outcome; Russia, nominally Tehran’s partner, was a bystander.

The second move was a truce that held. The fragile understanding from the May Trump–Xi summit in Beijing carried through the period — and remarkably, it runs the other way from the last few years: Washington has been loosening its technology controls on China, not tightening them (East Asia Forum, 2026). In return, Beijing has paused its most sweeping rare-earth restrictions until November (Discovery Alert, 2026).

Underneath the calm, leverage hardened. China’s mineral pause has a fixed expiry. Washington is weighing sanctions on buyers of Russian oil — aimed squarely at India. And Europe kept converting fear into defense budgets. The guns went quiet; the pricing did not.

Deep dive — the Iran war ends, and American force sets the terms

Washington brokers the ceasefire; Russia watches from the sidelines

The defining move of the period was the winding-down of the Iran war that had run since late February. A U.S.-mediated memorandum of understanding, announced on 14 June and signed by the American and Iranian presidents, set a path to end the fighting within sixty days and to reopen the Strait of Hormuz; within days, commercial shipping through the strait climbed sharply (Al Jazeera, 2026; RFE/RL, 2026). The war had already done lasting damage to Iran’s nuclear program and military, and had briefly threatened the world’s most important oil chokepoint (Britannica, 2026).

Read through the model, the striking thing is who acted and who did not. The United States supplied the force and then the settlement — the decisive party on both ends. China, the largest buyer of Iranian oil, had the most to lose from a closed Hormuz and the most to gain from reopening it; its interest quietly aligned with calming the crisis rather than prolonging it. Russia, Tehran’s nominal strategic partner, offered rhetoric but little material help — its attention and resources are pinned in Ukraine — and emerged visibly diminished as a security guarantor in the region (Just Security, 2026).

For a decision-maker, the takeaway is about reliability, not just oil. A power that cannot protect a partner under fire loses standing with every other partner watching. The Gulf states, and others who hedge between Washington and Moscow, just saw which guarantee held. The ceasefire is only sixty days old on paper; whether it hardens into a durable settlement is the first item on the watch list.

Washington loosens the chip controls; Beijing pauses the mineral squeeze

The second thread is a de-escalation that surprises anyone who tuned out a year ago. Out of the May Trump–Xi summit in Beijing came a fragile truce that held through the period — and its content reverses the recent direction of travel. Washington has been relaxing its technology controls: a January rule cleared advanced Nvidia and AMD artificial-intelligence chips for sale to China and granted year-long approvals for U.S. chip-making tools, easing the squeeze that had defined the rivalry (East Asia Forum, 2026; Council on Foreign Relations, 2026). On trade, the two sides moved toward a reciprocal tariff-reduction framework on more than thirty billion dollars of goods, and China committed to large soybean purchases (NPR, 2026).

In exchange, Beijing postponed the sweeping October rare-earth controls — the ones that reached extraterritorially into products made with Chinese material — until 10 November 2026 (Discovery Alert, 2026). The catch: the April 2025 curbs on the heavy rare earths that matter most for high-performance magnets still apply, so the relief is partial (TechTimes, 2026).

Through the model this is mutual de-escalation — each side banking relief in the arena where it was most exposed, the United States in minerals, China in chips. But the leverage was paused, not surrendered. China’s mineral lever now carries a fixed fuse (10 November), and in Washington, Congress is advancing a bill to claw back a veto over chip-export licenses, which could reverse the executive’s softening. Deep dive — the hedgers’ moment: India and Europe raise their price

While the giants pause, the swing states maneuver

When the great powers stop pushing, the middle powers move. India spent the past two weeks playing its multi-alignment hand to the hilt: preparing to host a BRICS summit that may draw both Xi Jinping and Vladimir Putin, banking a U.S. interim tariff cut that brought the rate on Indian goods down from a punitive level near 50% to about 18%, and at the same time deepening high-end defense and civil-nuclear cooperation with Russia (IMPRI, 2026; Valdai, 2026). The pressure point: Washington is weighing secondary sanctions on buyers of Russian oil — a finance-arena lever that would land hardest on India and China (Council on Foreign Relations, 2026).

Europe used the room differently — to rearm. After reforming its constitutional debt limit, Germany is on course to spend roughly €117 billion on defense in 2026, about 3.2% of its economy, with steeper rises planned through the decade (Atlantic Council, 2026). A NATO summit pressed members toward higher spending targets — a path the alliance has set toward 5% of economic output by 2035 — while again wrestling with Ukraine’s membership question under pressure from Washington (Ukraine War Analytics, 2026; Atlantic Council, 2026).

The through-line is the model’s core idea: when the strongest powers pause, the swing states use the opening to raise their price — India converting non-alignment into tariff relief and arms deals, Europe converting threat into permanent military weight. Neither is a great power in the old sense; both shaped the period.

The chain shows why the response to an American move came through Beijing rather than Moscow. China buys the lion’s share of Iran’s oil and ships much of its energy through Hormuz, so a closed strait threatened China more than almost anyone — giving Beijing a direct interest in calming a war it did not start (RFE/RL, 2026). Russia, by contrast, had little to offer and something to gain from higher oil prices, leaving it on the sidelines. The signal: in this crisis, the decisive restraint came from the power with the most to lose downstream — exactly the kind of cross-power pull the model is built to trace.

The continental read

Last month’s pattern was a retreat and a reach — Washington pulling back from Africa while reaching in hard for its minerals. This month both halves hardened into something you can put a date on.

The reach became law. On 8 June the U.S. House of Representatives passed the Critical Mineral Dominance Act, which lets the government take equity stakes in mines, co-finance them, and claim first call on what allied projects produce — the legal machinery behind a year of African deal-making (Mining.com, 2026). Congo’s cobalt sits at the center: exporters have until 30 June to ship their allotted tonnes or forfeit them to a state reserve (Mining Technology, 2026), and a U.S.-backed venture is circling a 40% stake in Glencore’s Congolese copper and cobalt (Mining.com, 2026).

The retreat became a map redrawn. In Mali, a Tuareg-and-jihadist alliance has taken the entire north — Kidal, Tessalit, Aguelhok — in the largest offensive since 2012, and Russia’s Africa Corps has fallen back to ring the capital rather than hold the desert (CNN, 2026).

Underneath runs a third story the headlines miss: the bill for last year’s aid cuts is coming due. Congo is fighting an Ebola outbreak with no vaccine — 837 cases, 196 dead — even as it is being courted for its copper (World Health Organization, 2026). The continent is being priced, fought over, and quietly destabilized at the same time.

Deep dive — critical minerals: the push becomes a law

Washington writes its mineral strategy into statute

For a year the U.S. drive for African minerals ran on deals and memos. This month it got a rulebook. On 8 June the House passed the Critical Mineral Dominance Act — bipartisan, by voice vote — authorizing the government to take equity, co-finance projects, and secure first claim on the output of allied mineral ventures abroad (Mining.com, 2026). It still needs the Senate, but it turns a scramble of one-off agreements into a standing policy. The backdrop: the U.S. imports all of its supply of at least eleven critical minerals.

Congo is the test case. Under an export-quota system that has kept cobalt prices high, exporters must ship their first-half allocation by 30 June or lose it to a national reserve (Mining Technology, 2026). At the same time, a U.S.-backed mining house — drawing on the U.S. development-finance arm and Gulf capital — is in early talks for a 40% stake in Glencore’s Congolese copper and cobalt, a potential consolidation of the copperbelt (Mining.com, 2026). The minerals-for-security framework Washington and Kinshasa signed late last year is still being turned into actual investment (Mining Technology, 2026).

Others are playing the same hand. Kenya is courting a U.S. deal to process rare earths and graphite at home, and Zimbabwe is accelerating a ban on exporting raw lithium concentrate to force battery-grade refining onshore (AllAfrica, 2026). Deep dive — security: Mali’s north falls, and Russia trades ground for the capital

A rebel alliance takes the north; the mercenaries fall back

Since late April, an alliance of Tuareg separatists and an al-Qaeda affiliate has overrun northern Mali — capturing Kidal, the Tessalit garrison, and Aguelhok, and pressing on Gao — in the widest offensive since the 2012 rebellion (Al Jazeera, 2026). Russia’s Africa Corps, the junta’s main security partner, withdrew from the north — jeered out of Kidal — and has consolidated around Bamako to protect the regime rather than fight for the desert (CNN, 2026). It is now striking from the air the towns it could not hold on the ground (Africa Defense Forum, 2026).

The pattern repeats wherever outside support thins or shifts. In Sudan, the paramilitary Rapid Support Forces are massing for a ground assault on El Obeid, the gateway to the Kordofan region, after days of drone strikes on its fuel depots and army base (Sudan Tribune, 2026). In eastern Congo, army-versus-M23 fighting grinds on near Goma despite a U.S.-brokered peace track, including a June drone strike at Kibati (Critical Threats, 2026). And on Lake Chad, Boko Haram killed 23 Chadian soldiers in a single island raid (Al Jazeera, 2026).
